The Chief Secretary for Administration Li Jiachao and the Secretary for Security Tang Pingqiang attended the Legislative Council meeting today (18th).
On that day, four members of the Hong Kong University Student Union were arrested for passing a motion to "thank" the suspect in the July 1 assassination. Li Jiachao responded to the incident when he met with reporters.
Li Jiachao described that the provisions of the law are clear and Hong Kong is a law-abiding city. If anyone breaks the law, the law enforcement agencies will deal with it.
Deng Bingqiang pointed out that, regardless of any person and identity, as long as they violate the law, they will be arrested and paid for the law. At best, the identity of a student may be a reason for pleading in court.

Li: Everyone must be responsible for their actions
Li Jiachao pointed out that from the government's point of view, if anyone breaks the law, first of all, they don't want to see it. The government hopes to build a law-abiding city.
He emphasized the importance of abiding by the law. If someone breaks the law, law enforcement agencies must deal with it in accordance with the law.
"We are a law-abiding society, so that we can talk about the spirit of the rule of law. Everyone must be responsible for their actions." He appealed to think twice from a legal perspective before planning to do anything.
When asked how to distinguish between encouraging support of terrorism and commenting, Li Jiachao said that the law is very clear. Hong Kong citizens should continue to develop a legally binding culture. The government policy also clearly stipulates who has committed illegal matters, and the law enforcement agencies must do so. Actions will be taken, and citizens should ensure that what they do is legal.

Deng: Evidence-based enforcement actions
Deng Bingqiang said that if anyone breaks the law, the law enforcement agencies will decide whether to arrest and prosecute based on the evidence, and it will not be different because of the identity and occupation of a specific person.
As for student status, he believes that "whether a specific status is a reason for pleading, this is left to the court to discuss" and does not affect the prosecution by the police.
As for other comments in the community about the July 1 assassination case, Deng pointed out that ordinary comments will certainly not violate the law, but if they are seditious, they may violate the Criminal Offences Ordinance; those who promote terrorism may violate the National Security Law.
First National Security Law Trial|Tang Yingjie has been convicted of inciting separatism and terrorist activities for 9 years, and Lam Cheng refused to go to the community to listen to the opinions of the community.
Li Jiachao: Article 23 must be sufficient to deal with the most extreme situations, saying that it is necessary to guard against the undergroundization of terrorist activities
