He drove a black pickup truck onto the sidewalk outside the Capitol library on Thursday and said he had a bomb, Capitol Police chief Thomas Manger said.
The suspect appeared to be holding a detonator.

While surrounding buildings were being evacuated, police negotiators tried to get the man to give up.
"We do not currently know what his motives are," said Manger.
The man broadcast the events live on the social media network Facebook.
Videos appeared on the net that are supposed to show the man in the vehicle.
The police did not confirm the authenticity of the videos.
The videos show a man sitting in a vehicle filming himself.
He asked to speak to President Joe Biden * on the phone.
He also talked about Afghanistan, patriots and a revolution.
The Capitol Police, the Washington State Police Department, and the FBI Federal Police were in large numbers.
According to a representative, the White House * was kept up to date by the police about the events.
