After three days of marathon deliberations, the Ministerial Committee on Arrangements Law, headed by Justice Minister Gideon Saar, today (Thursday) approved the laws included in the Arrangements Law, ahead of their submission to the Knesset for a first reading, along with the state budget, in about two weeks.



During the discussions, changes were made to some sections and reforms, such as excluding the disabled and people with disabilities from paying a "congestion fee" at the entrance and exit of Gush Dan, but the coalition still opposes controversial reforms - import, regulation and agriculture, and the struggle is expected to continue in the Knesset.



At the same time, the coalition is angry at the Ministry of Finance for refusing to compromise on the Arrangements Law in discussions with Knesset Speaker Miki Levy.

During the discussions in the Ministerial Committee on the Arrangements Law, a coalition internal conflict erupted over the proposal to establish a regulatory authority that the Treasury is promoting under the Arrangements Law. The Labor parties, Meretz and Blue and White, oppose the reform, claiming that it will weaken government ministries and even constitute a regime change in government work and demand further discussion, but right-wingers demand that the reform be part of the Arrangements Law and Deputy Minister Avir Kara even threatened to vote against the budget if not included.



Labor, Meretz and Blue and White say the law will fundamentally change the way government ministries work as regulators and hurt the ministries' ability to implement their responsibilities in the areas they trust, and pass decision-making to a body that confronts economic considerations at the expense of substantive considerations. The proposal was approved today by the committee, but the struggle for it is expected to continue in the process of approving the budget and the Knesset Arrangements Law.



The reform in imports and agriculture was also approved today by the committee within the framework of the Arrangements Law, despite the opposition of some of the coalition factions - Labor, Meretz, Blue and White and There is a Future.

The chairman of the Labor faction, MK Ram Shefa, one of the leaders in the fight against agricultural reform, said that "this is not the end of the verse for us. The Knesset or the coalition management is what it does not agree to vote for, so the battle will continue in the Knesset in any case. "
