Health pass control: is the bracelet a good option?

2021-08-20T19:05:49.769Z

DECRYPTION - Some bars and restaurants see in this device a way to avoid multiplying checks. Set up by some establishments, it is not, however, an alternative to the health pass.

The control of the sanitary pass is definitely very restrictive for restaurateurs.

Fearing that their clientele will decline, some establishments have tried to find a solution to streamline these checks using a bracelet.

But the device has not been successful.

This is a paper wristband that closes with an adhesive, similar to the one used in festivals, and cannot be removed without being cut. It can therefore not be reused or exchanged. It is distributed after verification of the sanitary pass. Several initiatives have been launched since the extension of the health pass to bars and restaurants on August 9, as in the North where the group of traders from Lille has distributed more than 20,000 bracelets to fifteen establishments. Open to all, the system is of particular interest to restaurants and bars because checking the sanitary pass can be very tedious in some cases, especially on terraces where customers sometimes sit without having taken the time for an employee to check their sesame. Difficult then for theestablishment of whether it has checked all those present. The same applies when a customer leaves and then re-enters the establishment.

"Help in controlling the sanitary pass"

"It is an aid in the control of the sanitary pass"

, summarizes Geneviève Dubuisson, president of the group of traders of Lille (GCL) which has already distributed 20,000 bracelets to fifteen establishments in the city.

“There are ten colors and each one must correspond to a day of the week.

In this way, a customer cannot come back the next day with the same bracelet and enter without checking their pass, ”she

explains.

On the bracelet, we also find the name of the establishment, that of the GCL and two QR codes referring one to the map or the site of the place, the other to the site of the group.

A precaution which aims to avoid copies.

The bracelets distributed to around fifteen establishments by the Lille business group. GCL

“But this is by no means a key to changing places without control,

” insists Geneviève Dubuisson. “

As long as the customer remains in the establishment, he will no longer be checked the same day he leaves or comes back. But if he goes elsewhere, he will have to show his health pass again, ”she

adds, recalling that this is only a

“ facility ”

but that each establishment is responsible for controlling the pass. . For its part, the prefecture of the North indicates that these bracelets

"are obviously not prohibited"

.

“If a legal person wishes to use these 'bracelets', it is entirely free to do so,” she

explains. She nevertheless wishes to

"Alert traders and event organizers on the proper use of these bracelets"

, adding that

"no bracelet is intended to replace the health pass, which is only compulsory to access each establishment"

.

A device not clear enough in Gironde

If the prefecture of the North has validated the device, that of Gironde backtracked 24 hours after presenting this same type of bracelet. The latter, launched by the Union des Métiers et des Industries de l'Hôtellerie (Umih) - 33 was distributed to customers providing proof of a complete vaccination schedule and their identity and not to all those presenting their health pass (diagram full vaccination or negative screening less than 72 hours old). It thus allowed

"to access the establishment without being checked again"

, detailed the Umih to AFP.

“The police will continue to control the pass and not the bracelet. We will judge: if it works, so much the better, if it does not work, we stop everything. We have the joystick ",

had assured Martin Guespereau, delegated prefect for defense and security.

The decision was taken faster than expected: the next day, the Umih announced that the device was

"suspended" in

order to "

clarify the contours of the operation

".

"The conditions of serenity around the experiment launched by the UMIH of Gironde are not met"

, confirmed the prefecture.

The idea is not abandoned however and reflections on this subject would continue to be carried out, assures Laurent Tournier, president of the departmental Umih.

"It's a very good thing but it has to be well framed legally,"

he concludes.

The SNCF, which must also control the pass of travelers for long journeys, set up a similar device from August 9. The rail service offers travelers who so wish a “pre-verification” system. They can thus have their pass checked by agents at the station before boarding the train. In exchange for a valid pass, they are hung around their wrists a blue bracelet which allows them

"to go through the boarding gates by scanning only their ticket,"

said the SNCF in a press release. This saves time for the rail service as well as for travelers, an “ease” for the operators of restaurants and bars who are experimenting with it and for their customers, but which nevertheless remains limited, the health pass remaining the only valid proof.
