- The children are on vacation - but for many teachers, especially in the school management department, relaxation is only possible to a limited extent this year. For school authority director Irmintraud Wienerl, August is even the hardest month of the year. There are two big question marks when school starts: How is the pandemic developing? And what about the supply of teachers? Above all, the meanwhile dramatic staff shortage is causing sleepless nights for the school authority director. Now, in mid-August, “the really big tremor” begins for her. That is when young teachers who have just passed their second state examination find out where they will be transferred. At the same time, the school authorities will be informed of the new staff they can expect in the coming school year.In the Freising district, there are often young professionals from the administrative districts of Upper Palatinate, Lower Bavaria and Middle Franconia. The problem that is worsening and confronting the education authorities with almost insoluble problems: Many of the young teachers say no or simply do not come because the position does not meet their expectations. Metropolitan areas in particular, with their high rents and the lack of housing, are looking down the drain.

Sleepless nights because of cancellations

A few years ago it was unthinkable to turn down a civil servant position in this way - the young teachers would be fired as a result. In the meantime, however, every career starter can certainly expect to get a job again next year, possibly at the desired location. “It's a question of supply and demand,” Wienerl knows, “they can sit out.” The class formation for the schools in the district, which is sewn to the edge in view of the shortage of teachers, becomes the square of the circle: “When the bad news Once we have arrived, we are basically starting from scratch and trying to fill in the gaps ”. This is difficult, because the supply of teachers not only has to be tailored to the needs (for "male sport" in middle school you need a man), but also to the individual:"We then try to move a young teacher who lives in Landshut to Moosburg so that he doesn't have to move," reports Wienerl. “But that also has its limits when there is a fire in Eching in terms of personnel”. Wienerl: "We then sit together for twelve hours and try to get the class formation." It has already happened that you had to throw the planning for a school three times on one day.

The problem: there is no teacher reserve

Sometimes the schools even only find out at the start-up conferences, i.e. on the last day of the big vacation, that a young colleague is not even starting his job: “We are lucky if they tell us at all that they are not coming,” reports Wienerl.

The big annoyance: The Ministry of Education and Cultural Affairs does not have a reserve of teachers who could fill the gaps.

In the past three years, says Wienerl, the problem has worsened enormously.
