Plants in construction: Greens dream of Olching as a sponge

The Greens imagine an Olching that grows in height instead of in width. Plants should sprout where possible so that rainwater can seep away.

The Greens imagine an Olching that grows in height instead of in width.

Plants should sprout where possible so that rainwater can seep away.

- However, it is also clear: the redensification brings problems.

Building upwards is not always possible because not enough mandatory parking spaces can be created.

But the Greens have a plan for this.

On the table in the town hall is a brochure that illustrates the green vision: it shows overgrown buildings, plants instead of concrete.

Like the “Bosco Verticale” (vertical forest) in Milan.

For Olching it is more visionary than realistic.

But one thing becomes clear at the summer press conference with parliamentary group members Ingrid Jaschke, Michael Maier and Heide Kuckelkorn: The days of daydreaming are over.

“Now you have to do everything that is possible,” says Jaschke.

The latest negative example

There is still a lack of courage in the city council.

One example is the statutes for the design of Olching dormers and terraces.

“It cannot be that these either have to be planted or photovoltaic systems installed.

We want both, ”explains Jaschke.

As Stefan Eibl (FWO) noted in the city council, this is not only technically feasible, but also very efficient.

Such a move was not crowned with success.

It stayed with either green or photovoltaics.

Roof and facade greening as a replacement area for sealing is very important, especially with regard to climate change.

Olching with its 28,500 inhabitants must become a "sponge city".

In other words: as much rainwater as possible has to be sucked up.

After the flood disaster, Jaschke is convinced: "Now everyone should have lit the light."

Her parliamentary group colleague and environmental officer Michael Maier, who is rather dumb on the city council, is all the more clear: "You have to give people rules now."

As for the sealing in general, there is already a clear announcement and consensus in the city council. The new zoning plan is intended to curb this. "We basically cannot maintain the exorbitant growth," says Jaschke. The influx is currently not as large as it used to be, and sufficient commercial space has been created or is planned with construction phase III in Geiselbullach. The old plan still offers enough space. The desire of the Greens: Preferably condense inwards - and build upwards, but with a sense of proportion.

But it's not that simple.

“There is an increasing problem with parking.” The parking space key cannot be maintained in this form.

"We can no longer afford not to build high because of parking spaces," explains Jaschke.

The latest example is a planned building on Pfarrstrasse.

Adapt statutes to the district

Maier complains that it was not checked here whether duplex garages would be possible.

The parking lot statutes allow this in exceptional cases.

No new criticism: the CSU had already voiced it in the city council.

However, Maier also knows: Duplex garages are not the panacea.

"They tempt people not to park in it."

Currently, the regulations for parking spaces from 2018 stipulate that building owners must create one parking space for a living space of up to 70 square meters, and two for more living space.

Jaschke would like to reduce this: Generally one parking space per residential unit.

In addition, she would like a district-related regulation.

In other words: walking distance to the train station, good connections to local public transport, shopping opportunities or subsidized housing construction are all included.

Car-sharing models are also conceivable.

On the other hand, building in floodplains should be absolutely taboo in the future.

"So it is absolute madness to continue to hold on to the southwest bypass," explained Jaschke.

What's next with the town hall?

At the press conference, Heide Kuckelkorn addresses a long-term project of the Greens: What about the town hall? The building from the 1970s is an imposition for the employees. “It's too cold in winter, too hot in summer.” In 2020, the result of an opinion initiated by the Greens was presented to the main committee, but nothing has happened since then. After all: No harmful substances could be detected. In 2021, the city council should have dealt with the topic in its closed meeting, but it fell flat due to the pandemic.

The town hall in Eching, which one had looked at at the time for comparison, has now been renovated, said Kuckelkorn. “In Olching we still don't have any ideas.” At least she would like an honest analysis. However, the tendency in the city council is more likely to be in the direction of new buildings. At the moment, however, there are plans to put containers on the flat roof as additional office space
