The Joint Concern for the Development Rights of School Children (Kuan Xuelian) today (21) released the "Public Exposure to "Child Rights" and Improvement of "Children's Participation" Consultation Questionnaire Survey Report" and found that nearly 70% of the respondents have never participated in education about children's rights Activities, and more than half of the people don’t know that there is a children’s committee in Hong Kong.

The organization believes that education and publicity on children's rights are still insufficient, and the functions and powers and publicity strategies of the Children's Commission should be carefully reviewed to improve public awareness of it and to popularize children's rights in Hong Kong.

Sixty-seven people have never participated in educational activities on children's rights

The Guan Xuelian conducted a questionnaire survey from the 5th to the 13th of this month and successfully collected 179 online questionnaires.

The survey found that although more than 60% of the interviewees stated that they had received information about children’s rights from social welfare agencies, the second place was from family members or friends, not from school or working environment. Only 13.4% and 17.9% of the respondents who learned about children’s rights in the above information/videos reported that they had never been exposed to information about children’s rights.

In addition, 67.6% of the respondents said that they had never participated in education activities related to children's rights, and 53.1% said that they did not know that there was a Children's Commission in Hong Kong.

Kwan Xuelian pointed out that the Hong Kong government established a Children’s Affairs Committee in mid-2018 with the goal of promoting child-friendly work through policy formulation and the implementation of coordination and follow-up measures. However, after the committee has been in operation for many years, more than half of the interviewees still don’t know. The existence of the Children's Commission is indeed worth reviewing the effectiveness of its publicity strategy and work.

The organization proposes that the government should legislate to establish an independent children’s affairs committee with real powers, and include representatives of children or parents as members to participate in it. At the same time, increase resources to encourage primary and secondary schools to hold educational activities, lectures and parent-child workshops on children’s rights, and consider subsidizing them. Primary schools develop the "Child Rights Friendly Program" to train teachers to become friendly ambassadors to practice children's rights in schools.
