This revealed that the man was severely drunk.
A blood sample was ordered and a preliminary investigation started on suspicion of drunkenness on the road.

On the following Saturday (August 21) a police patrol checked a 19-year-old old town resident on his e-scooter.
As the further traffic control showed, the young man was not only under the influence of illegal narcotics, but also carried it with him.
A blood sample was ordered from the young man and the illegal narcotic drug was seized.
A preliminary investigation was initiated against the young man.
Regensburg: 73-year-old car driver without a license
