The government intends to spend 1.682 billion yuan to build a 2.2-kilometer-long pedestrian boardwalk to connect the waterfront from Fortress Hill to North Point, which will be divided into 8 parts to provide space for fishing, performances, viewing, and playgrounds.

In order to allow ships to only enter and exit the coastal waters, the board road will also build three opening and closing bridges.

The authorities expect to be completed in phases from the end of 2024.


After the completion of the board road, the waterfront of Victoria Harbour on Hong Kong Island will extend from Shek Tong Tsui, Western District, to Aldrich Bay in Shau Kei Wan, with a total length of about 12 kilometers.


According to a Legislative Council document, the government’s proposed pedestrian boardwalk will be divided into two sections, east and west, with the middle connecting with the open North Point Waterfront Garden. The west section is about 0.7 kilometers long from Oil Street to Tong Shui Road; while the east section is about 0.7 kilometers long. 1.1 kilometers from Dian Zhao Street to Hai Yu Street.

The government estimates that the pedestrian boardwalk will have a total length of about 2.2 kilometers and a width of about 10 meters. It will also build 3 opening and closing bridges, providing 9 connection points connecting the inland, 6 viewing platforms and a fishing platform.

According to the authorities, the project will make full use of the existing foundations of the Eastern Corridor to reduce the construction cost of the boardwalk, but the cost is still nearly 1.7 billion yuan. It is expected that the construction will start this year and be completed in phases starting at the end of 2024 after receiving funding from the Finance Committee.

As the pedestrian boardwalk under the east corridor is not close to the original shore, in order to facilitate the entry and exit of the coastal waters within the boardwalk, three opening and closing bridges are planned to be "disconnected" when ships need to pass. Two types of opening and closing bridges, including a horizontal opening and closing bridge with a rotating deck, and two vertical swing opening and closing bridges with a lifting deck.

The documents show that the estimated cost of the three opening and closing bridges is 142.6 million yuan.

There will be 9 connection points on the pedestrian boardwalk, allowing citizens to walk into the pedestrian boardwalk from Fortress Hill to North Point. The boardwalk will also be divided into 8 theme parks, including the "Tao·Children’s Dream Garden" which provides children’s amusement facilities. ", the fishing area "fishing and fishing platform", the "water and sky mirror" that is expected to be paved with transparent ground, etc. There are also pet gardens, resting places and performance venues for the public to use.

The document stated that the level of the proposed boardwalk will be as close to the water surface as possible, and there will be enough space for pedestrians, joggers, cyclists, etc., to be safe and inclusive.
