principle, it was agreed that the installation of permanently installed, decentralized room air systems makes sense.

These systems exchange the air and are therefore considered to be an improvement for the sometimes somewhat smelly everyday school life, even in non-pandemic times.

However, it will take at least until 2023 before these systems can go into operation - so no solution for the corona winter that may be imminent.

Ventilation is not replaced

This is where mobile devices come into play, which could possibly also be purchased at relatively short notice.

The debate - the district is responsible for secondary schools such as grammar schools and secondary schools - deals with several individual points.

The knowledge that the mobile filters will not replace regular ventilation is relatively undisputed.

According to the current state of knowledge, it is also fixed: The filters also do not protect against quarantine if an infected person was in the room, and also do not protect against the mask and keeping your distance.

Only fifth and sixth grades?

Unclear, however, is the question: Should all 880 classrooms in the 18 district schools be equipped with it?

Or - as the administration suggested - essentially only the rooms of the 5th and 6th grades - i.e. those of those children for whom there is no vaccination recommendation?

The question of whether the devices should be rented or bought also remained unclear, with District Administrator Karmasin assuming a vacant rental market.

Another question: do you need a Europe-wide invitation to tender when purchasing mobile air filters?

This would result in a considerable time delay, so that the devices would not arrive in schools until January 2022 at the earliest.

Simplified process?

In any case, Martin Runge (Greens) suggested buying the devices for each school in order to stay below the critical value that makes a tender necessary, in other words: pieces in order to circumvent the cost limit. Runge relied on a paper from the Ministry of the Interior that allowed the schools themselves to “procure them independently” (of course, provided that the district was financially funded). However, the district administrator had doubts that the schools' existing budgets are legally able to shoulder expenses for room air filters. If in doubt, the whole system would have to be adjusted, said Karmasin, who, sarcastically, was also satisfied that Runge, as the “high priest of the tender”, was suddenly proposing simplified procedures. But one will take a closer look at the idea, said Karmasin.

Disruptions in the résumés

Christoph Maier (SPD) had previously justified why he advocates the most far-reaching solutions.

The corona crisis had disrupted the lives of many young people, and the performance of the political class in the pandemic in relation to schools was a disaster, he said.

Now it is important to secure face-to-face teaching.

“Otherwise the parents will set fire to the schools.” Maier is now hoping for a meeting of the entire committee as soon as possible, in which things should be decided and, given the immense costs, must.

It had previously become clear that the CSU and Free Voters would primarily be in favor of the fixed systems, but were willing to negotiate, for example, in terms of rental solutions for mobile devices.

Get out what's up?

However, there was still a vote in the meeting: Angelika Simon-Kraus (Greens) suggested, to put it simply, within the financial limit set for the holiday committee, to get as many rental devices as possible and to buy as many devices as it would be possible to do without an invitation to tender . In other words: get out what is possible immediately and improve it later. In the event of a tie (7: 7), however, your motion was rejected. Several speakers had previously warned to keep a calm head even in the Corona crisis, not to rush anything and, by the way, not to split the schools into those with filters and others without.

The topic will have to be discussed again in the next district assembly, which is to take place well before the regular date on October 22nd.

Among other things, it should be clarified by then exactly in which schools and rooms there are already permanently installed ventilation systems.
