Russia's permanent representative to the United Nations, Vasily Nebenzia, confirmed that the terrorist groups deployed in the Daraa Al-Balad region have violated the truce agreements that have been reached and are holding civilians as human shields.
During a session of the UN Security Council in New York today, Nebenzia indicated that the militants are spreading inside the Daraa al-Balad area and using civilians as human shields, and that there are problems in humanitarian aid access to it, stressing the importance of providing an objective assessment of the situation in various Syrian regions, including the situation in the Daraa al-Balad area.
Nebenzia reiterated the right of the Syrian state to maintain security and stability on its territory, and it has the legitimacy to do so.
On the other hand, Nebenzia expressed his country's hope to hold a new round of meetings of the committee to discuss the constitution in Geneva soon, and not to be restricted by artificial conditions and deadlines, and for this process to remain the property of the Syrians themselves without any outside interference.
