Registered holders of traditional proprietary Chinese medicines for external use that have been used in Hong Kong for more than five years after being approved by the Hong Kong Chinese Medicine Regulatory Commission can submit a registration application to the Guangdong Provincial Drug Administration through simplified procedures. After successful approval, they can go to Dawan District sales.

The Food and Health Bureau of Hong Kong welcomes the arrangement and will actively promote the relevant measures to the proprietary Chinese medicine industry in Hong Kong.


The SAR government has been in close contact with the relevant mainland authorities to follow up and implement a number of measures that are conducive to the development of Chinese medicine in the Greater Bay Area.

Previously, the Mainland and Hong Kong implemented different registration systems for regulating Chinese medicine products. Applicants had to submit respective registration applications for proprietary Chinese medicines in accordance with the registration requirements of the two places and obtain registration before they could sell them there.

The arrangements announced today can facilitate Hong Kong Chinese proprietary Chinese medicine manufacturers to open up the market and create good conditions for Hong Kong proprietary Chinese medicines to "go global" in the long run.

The main measures related to Hong Kong include: Develop the first Chinese medicine hospital as an opportunity to establish the Greater Bay Area Chinese Medicine Medical Consortium and Chinese Medicine Hospital Cluster; promote Hong Kong Chinese medicine practitioners to practice in public medical institutions in the Mainland; give full play to the advantages of the Hong Kong Chinese Medicine Testing Center and develop into a research center for Chinese medicine testing and quality control International Center; and to simplify the registration and approval process of Hong Kong registered proprietary Chinese medicines for external use in the Greater Bay Area, etc.
