Israel is ranked in the sixth quality group and will not be able to meet the United Kingdom, Bosnia and the Netherlands.

It was drawn with one tier 2 team (Italy, Lithuania, Greece, Germany), one tier team 3 (Czech Republic, Poland, Russia, Turkey) and one tier 7 team (Iceland, Estonia, Bulgaria, Belarus).
