“I am breaking completely new ground, I am aware of that,” says Oberhausen's Mayor Thomas Feistl, who came up with the hygiene concept around a month ago.

Accordingly, citizens must register with the municipality by email or telephone (08802/259).

Before the people of Oberhausen are allowed to enter the hall of the inn, they have to register and have a 3G proof ready.

125 visitors are admitted, the hall seats around 200 people.

In the past few years, an average of between 80 and 150 visitors came to the Citizens' Collection in Oberhausen.

If many register, there will even be a second meeting

Feistl vehemently contradicts concerns that he might want to keep unpleasant, because critical, citizens away from the public event: “Not at all.

If more people from Oberhausen register, I will hold a second meeting, ”says Feistl.

For him, it is more about giving the people of Oberhausen an opportunity to find out about the concerns of the community despite Corona - especially in view of such important topics as kindergarten construction, town hall renovation or mobile communications.

A citizens' meeting in the open air, as practiced in Böbing, for example, was out of the question for him.

"That was too risky for me in view of the weather," said Feistl.

Transmission over the Internet is also not a solution.

Because for citizens' assemblies in the legal sense, there is an obligation to be present, the people have to be there.

Many municipalities do not hold citizens' meetings due to Corona

According to the Bavarian municipal code, cities and municipalities have to hold a citizens' meeting once a year.

However, this regulation was lifted for the year 2021 in view of Corona, so most cities and municipalities in the district waived it.

However, according to the Ministry of the Interior, anyone who does not hold a citizens' meeting in 2021 must do so by March 2022 according to the current status.

“I don't know what will happen until then.

That's why I decided to take this step, ”says Feistl.

Feistl closely coordinated his approach with the municipal supervisory authority at the district office, who found his concept to be good.

Feistl asks that questions and suggestions that are to be dealt with at the citizens' meeting be submitted in writing - so that they can be answered more quickly.

"In the interests of health: the shorter the meeting, the better".
