In the early morning of yesterday (August 31), an 18-year-old male college student who was victimized reported that he had been assaulted. The police rushed to a hotel in Wan Chai and arrested the suspect on the spot. After investigation, it was found that the suspect was involved in at least 10 similar cases and 6 others. The victims are all his old students.


According to sources, the arrested man was named Cai (49) and studied theology. He returned to Hong Kong from Canada in 2013. Since then, he has been working as a full-time tutor in tuition centers and non-governmental organizations, as well as a volunteer counselor in the church.

When he joined the relevant agency, he did not have a record of sexual offences.

The suspect was involved in at least 10 cases and a total of 7 victims, including college students and teenagers.

The victims were all unconscious after taking the drugs provided by the suspects. They were in a coma for about 2 to 3 hours during which the suspects waited for opportunities to commit crimes.

Police check condoms, rubber syringes, and KY lubricants

Inspector Huang Cheung Chun, the first team of the Wan Chai Police District Crime Squad, spoke about the case at a press conference this evening (September 1).

At about 3 am yesterday (August 31), the police received a report from an 18-year-old male student who was victimized for being assaulted in a hotel room on Hennessy Road in Wan Chai earlier.

The police rushed to the scene and arrested the suspect on the spot in the hotel lobby.

The investigation was taken over by the first team of the Wan Chai Police District Crime Squad. After investigation, the police seized a beer can and a beer bottle in the room involved. In addition, they also seized an iPad, 3 condoms, and an iPad from the arrested person. A plastic syringe with a hose, a lubricant commonly known as KY, a camera and a USB finger.

Investigations revealed that the victimized male college student started to teach English in the cram school where Tsai worked in 2016. The two of them have maintained a good relationship. In the evening of May and August 30 this year, the suspect met with the victim three times before and after the victim went to the hotel room in Wan Chai to meet up.

In each gathering, the arrested person will first drink and talk with the victimized boy, and then the arrested person will give the victim a liver-protecting pill capsule containing sleeping pills in advance.

As the victim believed that the capsule was a liver-protecting pill, he did not pretend to swallow the pill every time.

When the victim is drowsy, the arrested person waits for the opportunity to take off the victim's clothes, touches the victim's private parts indiscriminately, and even takes nude photos of the victim.

In the last incident (early yesterday morning), when the victim fell asleep after taking the medicine, he suddenly felt that his lower body was touched, and then he was awakened and exposed the deeds of the arrested person, so he reported the crime.

The police rushed to the hotel to arrest the suspect on the spot, and found 600 nude photos of other victims in his iPad, as well as photos taken during the arrest of the victim.

After further investigation by the police, it was discovered that there were six other male victims, all of whom were former students of the victims.

It can be seen from the photos that each victim was unaware at the time. It is believed that all the arrested persons were assaulted in a coma after feeding sleeping pills in the same way.

All the victims were adults at the time of the case.

The police then searched the arrested person’s residence in Ma Wan and seized a laptop computer, an external computer hard drive, a plastic syringe, a bottle of sleeping pills used by the arrested person in the crime, and a bottle of heparin capsules used in the crime.

After preliminary inspection, the police had hidden about 30,000 files with a total of 389GB of hard disk in one of them. They found nude photos of 7 victims and photos taken when they were assaulted, as well as about 20 child pornographic videos.

The arrested person is suspected of administering drugs to obtain or facilitate illegal sexual acts, assault and possession of child pornography.

The police do not rule out that the arrested man may be involved in more similar cases and urge other victims to contact the police as soon as possible.
