"Marseille en grand": what to remember from Emmanuel Macron's announcements

2021-09-02T17:22:04.787Z

Traveling in the Phocaean city, the president detailed the content of the envelope that the State is preparing to release for the second city in France, and the major projects that will have to be launched in partnership with local communities.

Make its rank to the second largest city in France. And give itself fifteen years to make it the capital of the Mediterranean. This is the assumed objective of Emmanuel Macron's visit to the Marseille city, where he is currently traveling for three days. From the Palais du Pharo, a monument which overlooks the Old Port and whose construction was ordered by Napoleon III in the 19th century, the President of the Republic presented his plan “Marseille en grand” on Thursday. A vast project which is based both on a colossal financial envelope released by the State, but also on projects to be launched in partnership between Paris and local communities.

Arrived with "a

lot of ambition

" and "a

lot of humility

" at the same time, the Head of State certified that he did not come "

not to make promises

", but rather "to

make commitments and to ask for them

". "

This is how we will get by together

", he added, saying he wanted to "

invent, dream and do together this" Marseille on a grand scale "

", and "

respond to pressing emergencies

" that he has identified three in number: safety first, then social, and finally health. “To

decide that (Marseille) would be a city like any other would be to acknowledge that it continues to live in the midst of its difficulties and endure them

”, he summed up.

● 200 police officers and 500 cameras for a

“trafficking harassment policy”

Lead a

local, national and international

"

hunt

".

"

It is a policy of harassment of trafficking that we must conduct,

" said Emmanuel Macron.

To achieve this, some 200 additional police "

will arrive in 2022

", in addition to the hundred already sent in 2021. Similarly, "

the two CRS companies present since March (last) will be perpetuated

".

Finally, the president announced that he would finance the deployment of “

500 video surveillance cameras in the northern districts

”.

● A police station and 8 million euros in digital and material equipment

"

Resume rapid positions

".

To achieve this, the Head of State announced that 8 million euros would be mobilized to strengthen the digital and material equipment of the police, in particular by renewing part of the vehicle fleet.

"

A new police station

" will also be built, for a total of 150 million euros, while the police stations of the 13th and 14th arrondissements will now be "

regrouped

".

Additional resources

” for more “demanding” judicial follow-up

"

There is no point in putting more resources into the police if we do not do the same thing in the justice system

".

Guided by this credo, Emmanuel Macron indicated that “

additional resources will be confirmed

” to allow “

more demanding

judicial follow-up

.

In addition to the 11 magistrates

” already present, “

three new groups of judicial police investigators

” will therefore be deployed.

● Renovation of cultural and sports facilities, investment in associations

Multiply the “

weavers of links

” to “

fight

” the “

cumulative poverty

”. In addition to the 60 educators hired "

in recent months

", 30 additional professionals and 30 mediators will be recruited "

to lend them a hand

". The State will also continue, within the framework of the “

recovery plan

”, to “

invest alongside associations which in the neighborhoods do essential work in helping families

”, and which are “

the first relays of all policies

” . Finally, “

20 million euros are currently invested in the department for public policies, including 17 million for the city of Marseille alone.

".

They are intended to "

create meeting spaces, renovate cultural and sports facilities

".

"

Intensify

"

the fight against substandard housing

It is a struggle which must "

intensify

".

Almost three years after the collapse of two buildings, which claimed the lives of eight people in the rue d'Aubagne, Emmanuel Macron called for "

accelerating

" the objective of "

rehabilitating 10,000 homes in the next 15 years

" .

We have collectively been too slow,

” he lamented, calling for “

rehabilitation of the city center

”.

"

The stakes must begin immediately,

" he ruled.

● 50 million for a

“mother-child” center, launch of a “women's house”

A "

change of scale

" in the face of "the

weakness of the Marseille health system

".

While the State is already supporting the university hospitals of Marseille (AP-HM) and that 169 million euros are on the table for the rehabilitations of the Timone, the North hospital and the Samu, Emmanuel Macron has decided to "

do more

”by mobilizing an additional 50 million euros for the creation of a“

mother and child

”center and by providing support for the launch of a“

women's center

”.

Resettling doctors and caregivers

in

“deprived areas”

Ending “

medical deserts

”.

The local care network is failing in some areas

,” lamented Emmanuel Macron, calling for the mobilization of all stakeholders, under the aegis of the Regional Health Agency (ARS).

Objective: "to

reinstall doctors and caregivers in the city in deprived districts

".

The Minister of Health, Olivier Véran, will deploy additional resources to this end in the coming months.

● Renovate dilapidated schools

While 174 schools are in critical condition, the president decided to create a financing company "

to succeed in this educational fight, to do more, to innovate and to make Marseille a laboratory

". “

We must correct what did not work.

It is not a question of money, it is a question of courage,

”he urged, refusing to take the place of the local authorities

.

Faced with a "

building and operating

"

problem

, he denounced "

absenteeism and pearl strikes

" as "

a subject

", deploring the "

chicayas

" which hamper projects.

● Installation of 10 micro-colleges and 10 micro-high schools to

“hang up” the students

The President of the Republic announced the installation, from the start of the 2022 school year, of 10 micro-colleges and 10 micro-high schools in the neighborhoods.

These establishments, which will bring together classes of around twenty drop-out students, will aim to "

reconnect them to the school system

".

● Create

"

the school of the future

"

, with 50 laboratories from the start of the 2022-2023 school year

The Head of State wants to create 50 test schools from the start of the 2022-2023 school year: "

A laboratory of freedom and resources to choose teachers and involve extracurricular actors

".

From this perspective, Emmanuel Macron has one ambition: to create "

the school of the future

".

● Deploy

"

young creative capital

"

for entrepreneurs

Measures to promote entrepreneurship in the neighborhoods.

Thus, “

three entrepreneurship hubs

” will be launched in the city.

These will be places where young people will be advised, mentored and supported free of charge by professionals, but also by the public service.

A "

young creator capital

" will also be deployed for entrepreneurs who wish to get started.

This fund will allow beneficiaries to have "

support

" and "

an endowment

" which will allow them to get started.

● Develop learning to

“dispel prejudices”

"

Companies are not hiring because everywhere in France, despite what we have done,

there is reluctance when we come from such and such a neighborhood, when we wear such and such a name or that first name,

" regretted Emmanuel Macron.

Faced with this, the Head of State urged companies to develop apprenticeship.

According to him, the device allows both "to

become familiar with young people

", to break "

taboos

", and "to

ward off prejudices

".

● Make the city

"one of the great French centers of cinema"

Since culture is "

the very identity of the city

", Emmanuel Macron wants to make Marseille one of the "

great French poles

" of cinema. The president wishes to establish a “

major European audiovisual project on the dimension of the Mediterranean arc.

"It will be a question of"

creating these large studios in the Mediterranean

"to allow the shooting of"

great films and series

". Schools will also be opened to "

train

" the "

technicians

" and "

creators

" of this industry. "

The region is ready to engage in it,

" he guaranteed. A "

Marseille branch of the French film library

"Should also take shape to"

transmit, bring to life here the memory of cinema and especially the pleasure of cinema

".
