This is the largest case of trafficking in ketamine by sea in the past 10 years.

Pakistani container bill of lading multiple false information provoked suspicion

In early July, the maritime affairs department conducted intelligence exchanges with foreign law enforcement agencies and learned that a batch of ketamine would enter Hong Kong from Pakistan by sea. The customs immediately adjusted the risk indicators and selected high-risk goods for inspection.

On July 30, customs officers received a shipment from Pakistan at the inspection site of the Kwai Chung Customs Building. The 20-foot container reportedly contained textile cotton yarn.

Wen Jinghuan, supervisor of the Port Control Division of the Maritime Division, stated that because the consignee of the container is a company with no record of import and export transactions, and the address provided by the company is incomplete, using false phone numbers, and Pakistan is the main source of drugs. Consistent with the target of the action, the personnel detained the container for inspection.

Customs officers first inspected the container with a mobile X-ray machine, and found that the bottom image of the deepest part of the container was different from the images of other locations, so they extracted the cargo for further inspection.

In the meantime, the personnel found that the packaging of 15 bales of cotton yarn was different from the packaging of other cotton yarns, and only they were tied with ropes.

The personnel inspected 15 packets of cotton yarn one by one through the X-ray machine, and found that 6 of them had suspicious images. Normally, they showed orange images, but they showed green Tibetan synthetic drug images.

The staff disassembled and inspected one by one and found that the quality of the cotton yarn was extremely poor. After cutting the surface layer, they found that there was a plastic round container with white crystals inside.

The crystal sample tested positive for ketamine in a drug test.

The officers eventually seized 220 kilograms of ketamine in 162 rolls of cotton yarn, with an estimated market value of over 125 million yuan.

Wen Jinghuan pointed out that there are 164 large bales of cotton yarn in the entire container, of which 6 large bales contain drugs and are hidden in the deepest position of the container cargo, accounting for less than 4% of the container cargo, and hidden in the cotton yarn axis in an attempt to escape customs. Investigation.

After taking over the investigation, the Customs Drug Investigation Division found that the receiving company, the telephone number of the consignee and the shipper company in Pakistan on the bill of lading involved were all false reports, but the receiving address was another legitimate garment manufacturing company.

The customs investigation believed that the drug cartel attempted to use a legitimate garment manufacturing company as a cover to convince the customs that the goods were normal and avoid being selected for inspection.

According to intelligence, during the epidemic, drug cartels will not store large amounts of drugs in drug production areas. Because they are worried that local law enforcement agencies will suffer heavy losses, they will ship large amounts of drugs to other places by sea in the near future. Because the shipping time is longer, you can take advantage of it. One or two months' time to find buyers is also convenient for changing destinations.

Based on the above information, the customs decides to remain silent, wait for the receipt of the goods or whether it will change the consignee company.

It was later discovered that the consignee of the container in question had changed to a logistics company.

After monitoring and investigation, an action was taken on August 31 and the 35-year-old Hong Kong female head of the logistics company was arrested. She was released on bail pending further investigation.

The customs is investigating whether the drugs were originally planned to be sold in the local market or re-exported.

Acting Supervisor Chen Shaoqiu of the Narcotics Investigation Division of the Customs Narcotics Investigation Division pointed out that the logistics company involved had contacted the container shipping company, and the shipping company inquired about the delivery arrangements. The customs believed that there was still no buyer for the batch of ketamine.

Senior Supervisor of the Customs Drug Investigation Division, Li Jinrong, pointed out that this is the largest case of trafficking in ketamine by sea in the past 10 years. In the past, Pakistani drugs were mainly shipped to Hong Kong by air. This is the first time that the country has shipped ketamine to Hong Kong by sea.

The Customs used intelligence exchanges and risk assessments to successfully detect this ketamine case of over 100 million yuan, blocking a large number of drugs from entering the market from the source.
