Plan for Marseille: police, school, health, culture ... What to remember from Macron's announcements

2021-09-02T17:40:28.313Z

On the second day of his Marseille tour, Emmanuel Macron announced this Thursday evening a plan to rehabilitate the city developed, according to the

“This is a city in a dire financial situation, which is not up to what it should be.

She has been missing her appointments for a long time, ”regrets Socialist Mayor Benoît Payan.

In an attempt to breathe new life into “his city of heart”, and the second largest metropolis in France, plagued by the settling of scores linked to drug trafficking, Emmanuel Macron began a three-day tour of Marseille on Wednesday.

This Thursday evening he presented an ambitious plan, "Marseille en Grand", the content of which was particularly expected.

"Your visit to Marseille is historic, (…) proof of your deep attachment to the city," said Benoît Payan at the Pharo Palace this Thursday evening. Marseille has started its transformation to bring projects to fruition but (…) we believe that the State must once again trust Marseille and bet on this incredible city. We must respond to the emergency. It is a question of stitching up a fractured city, which has become dual, unequal, of bringing justice and public service back through a global and systemic approach to the evils that plague our city. This involves urban renewal, transport, in a congested city. "

In his speech, Emmanuel Macron confirmed a security, social and health emergency.

“Why Marseille?

It is the second largest city in France, a world-city crippled by geographic fractures, poorer than many others.

The duty of the Nation is to be alongside the Marseillais, introduced the President of the Republic.

I come before you with a lot of ambition and a lot of humility ”.

An ambition, but also a requirement.

“What we had underestimated was the concentration of difficulties and the divisions.

I am struck to see such great energy and such great difficulty in defining the general interest of the city as of the metropolis, and that is not the state that can regulate it.

I come to make commitments by asking for them.

"

Unsurprisingly, the president announced the release of significant financial resources: at least one billion euros.

Its announcements focus on three sectors in which Marseille is lagging behind in structural terms: transport, urban renewal and schools.

Security

  • Deployment of fiber and 500 video surveillance cameras in areas "in need".

  • More than 8 million euros to equip Marseille police officers with vehicles and digital resources.

  • Arrival of 200 police officers in 2022.

  • Sustainability of the two CRS companies present since March.

  • A new police station will be created for 150 million euros.

Social

  • Recruitment of 30 educators and 30 additional mediators in disadvantaged neighborhoods.

  • Rehabilitation of 10,000 housing units over the next 15 years.

"The fight against substandard housing must intensify," said Emmanuel Macron in the preamble.

We have collectively been too slow.

    "

Health

  • 50 million additional euros for the Mother-Child Pole.

  • Creation of a Women's House.

  • 169 million euros for the renovation of the Timone and the northern hospital.

  • Policy of assistance for the installation of doctors in deprived districts.

“We have seen the weaknesses of the Marseille community care system.

A change of scale is essential to invest the districts, summed up the president.

Doctors must be resettled in cities, in deprived neighborhoods, with an adapted policy of assistance with setting up.

    "

Education and employment

The observation is terrible: 174 Marseille schools are in such a state of disrepair that learning has become impossible.

"There is no such concentration of difficulties on school buildings elsewhere in France," says Emmanuel Macron, who wants to make Marseille a "laboratory" of innovations.

But "absenteeism and strikes are a real subject," he criticizes.

On this point, the president demands "reforms" from the municipality.

In addition to the funding of fifteen schools already planned, it is necessary, here again, "to go further".

  • Creation of an ad hoc company, of which the mayor will have the presidency, for the reconstruction and the rehabilitation of the identified schools.

The funding will be "substantial", but not yet defined, nor the organization.

  • The deployment of cameras will be privileged around schools.

  • Adaptation of school time and pedagogy in 50 “innovative” schools to be defined “in the coming months”, to rethink learning projects from the start of the 2022 school year. “If the results are conclusive, they will be generalized.

    "

  • Creation of 10 micro-colleges and 10 micro-high schools in difficult neighborhoods.

  • Support for the development of entrepreneurship in the neighborhoods.

"The young people I met in Bassens did not ask me for help, they asked me to be hired," explains Emmanuel Macron.

    They even identified companies.

They do not hire because there is still reluctance to use such and such an address or that name.

Or because business leaders know they will have difficulty getting around.

    "

  • Testing the deployment of "young creators capital".

The objective is to offer all young people who have a serious project an endowment and support to "embark on the adventure of entrepreneurship".

  • Creation of three entrepreneurship hubs to help young people get free training and a one-stop shop bringing together all the initiatives.

  • Establishment of voluntary military service for the most dropped out young people, far from employment and "normal life".

Military supervision of 100 young Marseillais from the fall for training.

Transportation

  • One billion euros for accessibility, automation of the metro and the creation of 4 tram lines.

Culture

  • Creation of large Mediterranean film studios for filming and training in film and audiovisual professions.

  • Modernization of the Belle-de-Mai media center

  • Creation of the first filming basin at sea.

  • Establishment of a CinéFabrique school for 18-25 year olds, as in Lyon.

  • Creation of a Marseille branch of the French Cinémathèque.
