The Legislative Council is reviewing the Smoking (Public Health) (Amendment) Bill 2019. The government proposes a total ban on alternative smoking products, including e-cigarettes and heated cigarettes.

However, practitioners in the tourism industry are concerned about the regulation of heating cigarettes. At a press conference today (2nd), they oppose the government’s plan to ban heating cigarettes. They believe that heating cigarettes are an improved product of traditional tobacco and are different from e-cigarettes. Don’t ban traditional cigarettes instead of heating cigarettes.”

Because of the regulations, it is also an offence for visitors to bring heating cigarettes to Hong Kong, and they can be fined up to 50,000 yuan and imprisoned for 6 months.

Lianhe believes that with the easing of the epidemic, mainland tourists are expected to come to Hong Kong in the next few months. If a total ban on the sale of heating smoke is passed, it will cause tourists who use heating smoke to abandon travel to Hong Kong.

Carrying heating cigarettes to Hong Kong with a maximum fine of 50,000 yuan and 6 months imprisonment

The Government published the "Smoking (Public Health) (Amendment) Bill 2019" in the Gazette in February 2019 to prohibit the import, manufacture, sale, distribution and distribution of specialized alternative smoking products, including e-cigarettes and heated cigarettes.

The bill is currently under consideration by the relevant Bills Committee.

According to the regulations, it is an offence for visitors to bring heating cigarettes and other products into Hong Kong. They can be fined up to 50,000 yuan and imprisoned for 6 months.

Chen Shitang, the proprietor of the travel agency and the initiator of the connection, pointed out that heating cigarettes and e-cigarettes are actually two different types of products. The ingredients of heating cigarettes are similar to those of traditional tobacco. Only the ignition method is different. There is no e-liquid with unknown ingredients. They are improved products of traditional tobacco. Therefore, there is no reason why the government will ban heating cigarettes tomorrow.

"It's a puzzling thing to explain why traditional cigarettes should not be forbidden and heated cigarettes are forbidden."

Chen pointed out that in the past two years, social events and epidemics have severely impacted the tourism industry in Hong Kong. Tourism is one of the four pillar industries in Hong Kong, with approximately 260,000 employees. He believes that the government bans heating cigarettes. Affecting the livelihood of employees will also slow down the economic recovery of Hong Kong.

Passengers fall into the French Open at any time, fearing that the mainland group will be reduced by 30% after customs clearance

Chen said that according to statistics, more than 10 million smokers worldwide have switched to heating smoke.

At the same time, as the epidemic eases, mainland tourists are expected to come to Hong Kong in the next few months.

If the Legislative Council passes a total ban on the sale of heating cigarettes, it will cause inconvenience to tourists who use heating cigarettes, and even fall into the French net at any time, or give up traveling to Hong Kong.

"I believe that many people in the Mainland are not talking about Hong Kong, and they are not talking about Hong Kong, together with the people in the house and business. They only want to travel, and they don't want to break the law."

At present, many large cities in the Mainland have implemented anti-smoking measures, which have caused many mainland smokers to switch to heating cigarettes. Chen pointed out that recently they have received responses from mainland partners that if Hong Kong legislates to ban heating cigarettes, the plan to come to Hong Kong will be cancelled. It is estimated that the mainland groups will be reduced by 30% after customs clearance.

Imports of quasi-heated smoke in 66 countries

At present, more than 66 developed countries, including Japan, South Korea, the United Kingdom, France, Italy, the United States, Canada, etc., have legally entered the market for heating smoke based on scientific data.

The U.S. Food and Drug Administration (FDA) also officially authorized one of the heating cigarettes in July this year to be sold as risk-modified tobacco products.

Chen said that the Hon Siu Ka-fai of the Legislative Council has proposed an amendment to the bill, proposing to amend the heating smoke to allow it to be imported, manufactured or sold under regulation.

He hopes that members of all parties can support Shao Jiahui's relevant amendments.

He pointed out that an industry signature campaign will be held later to promote the inclusion of heating cigarettes under the current tobacco control framework, instead of taking into account the interests of the industry and smokers and completely banning heating cigarettes.

The DAB supports a total ban on e-cigarettes and heating cigarettes. The government "sufficient votes" is expected to revise the cross-sectoral group to say that heating cigarettes and electronic cigarettes are different from the ban. The rapid increase in symptoms such as nasal congestion promotes the total ban on heating cigarettes. Groups cited overseas examples to promote the use of regulations instead of bans on heating cigarettes, which will curb the livelihood of newspaper vendors in the tourism industry
