A level 4 fire broke out in the Shichang mini-storage in Amoy Industrial Village, Ngau Tau Kok. Two firefighters were unfortunately killed during the fire fighting. The cause of their deaths inquiries continue today (6th).
Huang Jiajin, the regional manager of the mini-chang, pointed out that when he noticed a fire, he immediately called his boss to ask if he needed to call the police, but the other party only instructed him to try to put out the fire with a fire extinguisher.
And because Huang had never received relevant fire training, plus "I'm not brave enough," he never picked up a fire extinguisher from start to finish.
The Shichang mini warehouse in Amoy Industrial Village, Kowloon Bay, was hit by a level 4 fire on June 21, 2016. It burned for 5 days and 4 nights. It was only put out by the fire on June 25. Senior fire chief Zhang Yaosheng (30 years old) and the firefighter Team leader Xu Zhijie (37 years old) died during the fire fighting on June 21 and 23, respectively. The Coroner's Court is inquiring about their deaths.
Warehouse manager Huang Jiajin said that the warehouse was so dark at the time and the door would be latched on its own. He was shocked in danger. He returned to the lobby without using a fire extinguisher as instructed by his superiors to put out the fire.

The boss instructed to use a fire extinguisher to fight the fire
Huang Jiajin, the regional manager of Shichang Minichang at the time, said that at about 10:30 in the morning that day, he saw a closed-circuit television on the 3rd floor of the mini storage in the office on the 1st floor with no picture.
He then went up the stairs to the 3rd floor. At that time, the lights in the lobby did not turn on and the card machine did not operate.
Afterwards, Huang pushed open the front door of the mini-storage. The inside of the door was completely dark, and there was a fire on the floor of the corridor near the K213 storage room.
Upon seeing this, he retreated to the elevator lobby and immediately called his boss Lu Guorong to ask if he needed to call the police, but Lu only instructed Huang to use a fire bucket to extinguish the fire. Then call his subordinate and assistant regional manager Song Guoguang.
The black door on the scene will close by itself
After Huang pushed open the main door again, he saw a mini fire extinguisher near the door, and the fire was slowly extinguished.
Huang did not pick up the fire extinguisher.
Huang said: "The entrance is so dark, plus a door that locks by itself, I am shocked to face the danger." He then retreated to the lobby.
"Brother Qiang," Amoy security guard, Zhong Guocheng, and Song Guoguang, maintenance workers from Shichang Company, arrived at the scene one after another. Huang saw this and followed the instructions of Lu Erdi's phone call to buy towels.
When he returned to the 3rd floor, Lu had arrived at the scene and covered his face with the towel he bought.
Huang then returned to the office on the 1st floor to meet with his colleagues, and soon left the scene as required by the police.
Not paying attention to whether there is a sprinkler system in the warehouse
Huang Xuhui pointed out that the mini-storage on the 3rd floor has a main entrance for entry and exit, and 3 fire doors for exit only.
He did not pay attention to whether there was a fire sprinkler system in the warehouse. He confirmed that there were two fire hoses and one fire bucket inside and outside the warehouse, but he did not know whether the facilities were functioning normally.
Another Huang said that he had not received training in dealing with fires, floods, etc., and the company did not have relevant guidelines.
