In the framework of the investigation by the VIP vaccination center, the Office of the Attorney for Administrative Investigations (PIA) continues to move forward with the case that was reopened after the appeal made against the partial filing of the file by Judge
María Eugenia Capuchetti
, reversed by order of the Federal Chamber. Within the framework of the administrative summary that the Ministry of Health initiated by order of the attorney general
Sergio Rodríguez
, it was urged that the monthly reports be updated and judicial sources assured that
the pace of progress on this investigation is not as expected.
The investigation was reopened just over ten days ago. The order was issued by Chamber I of the Buenos Aires Federal Chamber, which considered that the
alleged lack of ethics alleged by Judge Capuchetti "does not allow to rule out that it is the product of illicit conduct,
which -on the other hand-is always unethical." For the judges “the mere ethical judgment is surpassed by another, typical of this criminal field. This examination, curtailed in advance, is the one that must be carried out by facing a complete and comprehensive analysis ”.
In this context, the chambermaids urged that it be investigated which people were vaccinated according to the standards imposed by the Vaccination Plan and
“who were ahead for some benefit that was unique to them. Research should focus on the latter ”
. And this not only when describing the object of the process, but also "regarding the passively legitimized subjects -that is, the vaccinated people- because, as the PIA pointed out, it is possible to read there an eventual participation that claims to be cleared."
From its role as part of the file and being a member of the Public Prosecutor's Office, the PIA is advancing with its investigation and is also a plaintiff in the
administrative summary
that began in the Ministry of Health for the scandal that led to the resignation of Ginés González García, who is under investigation and accused in the case.
The PIA intervenes under the premise that
there could be "some possible harm against the State."
For this reason, it seeks to rebuild the VIP vaccination circuit and determine if in addition to the names that appeared at the time -among them
the journalist Horacio Verbitsky and the legislators Jorge Taiana and Eduardo Valdés
- there were other names that requested the former minister and his team to be reportedly vaccinated irregularly.
One of the tasks undertaken by the Attorney General's Office is to cross-check the data of the people inoculated between December 29 and February 23, to determine if there are irregularities in that circuit.
This week, in addition, there will be a meeting with the prosecutor Eduardo Taiano, who has delegated the criminal investigation after the reopening of the file.
In the last time, the PIA asked the Ministry of Health to update the reports that they must present before the prosecutor Rodríguez on the administrative summary.
In February, after receiving a report from the Admission and Early Detection Unit, the PIA ordered the opening of a preliminary investigation, to "clarify the facts" related to the VIP vaccination.
This instance
seeks to determine what happened within the Ministry
, who intervened in the circuit used to favor leaders and politicians with the application of the vaccine against covid-19.
Thus, it will be determined
whether officials should be sanctioned and up to what line of responsibility will be reached
at the political level.
The summary was initiated, but judicial sources indicated to
Clarín
that it is not
advancing "at the expected rate."
In fact, the portfolio led by Carla Vizzotti was urged to "update the reports that must be submitted regularly" to the PIA.
The Office of the Attorney General wants to
identify officials or employees who have intervened
in the vaccination circuit in the Ministry of Health, in the distribution of doses to national hospitals and in the safeguarding of vaccines in the custody of the portfolio directed by Ginés González García , including transfer of doses to hospitals or other jurisdictions.
In the framework of the same, some twelve people with different ranks of authority within the portfolio were investigated, and likewise,
there are three defendants not summed up in the file, among them the former secretary of González García.
However,
the latest reports did not arrive with the usual frequency
and that is why the PIA ordered their updating and referral with the regularity imposed when the initiation of this internal investigation was ordered.
Also by order of the PIA, the summary was also expanded to determine
"what was the interference of the Ministry of Health" in the shipment of vaccines to El Calafate,
which is under investigation.
On the other hand, it seeks to know the reasons "why the remaining critical stock was not used and if the distribution of doses between hospitals is legitimate and not a violation of the criteria used for its original distribution."
On this aspect, the PIA asked the area responsible for the administrative summary to provide "concrete and reasoned" explanations.
