Today, the People’s Assembly concluded the work of its fourth special session of the third legislative session headed by Hammouda Sabbagh, Speaker of the Assembly, the second session of which was devoted to discussing the ministerial statement of the government that includes its work program for the next stage, in the presence of Prime Minister Eng. Hussein Arnous and the ministers.

In their interventions during the session, a number of council members renewed the demand for raising salaries and wages and improving their complements in terms of the nature of work, incentives and family compensation, which would reflect positively on the living situation, increase support and care for the families of the martyrs and the wounded, pay more attention to universities, restore teaching staff, support dispatching professors with rewards, and pay attention to infrastructure and equipment in laboratories. University hospitals and securing transportation for universities.

Some members also stressed the need to control markets, hold people accountable for manipulators, and encourage the export of industrial and agricultural products, provided that the needs of the local market are covered first, and to resume granting compensation to owners of houses affected by terrorism, pointing to the importance of the role entrusted to the media in preparing press investigations into corruption cases and the need to develop legislation related to the cooperation sector. residential.

A number of members called for improving the salaries and compensation of the Internal Security Forces, reducing the hours of electrical rationing, especially in the rural areas, allowing the import of combine harvesters and their accessories, and instructing the Agricultural Cooperative Bank to grant loans to farmers for this purpose and limit the high prices of oil derivatives, criticizing the Board of Directors of the Syrian Investment Authority, a few days ago, imposing an allowance. On granting an investment license of two million Syrian pounds, despite the lack of procedural evidence to date for investment projects and the absence of any allowance for grants in the previous investment law and its instructions.

A number of members demanded the speedy issuance of the new amended General Customs Law, calling on the Ministry of Finance to facilitate the settlement of the situation of the violating cars and to stay away from any complicated executive procedures that have wasted millions of dollars on the state's public treasury.

Prime Minister, Engineer Hussein Arnous, stressed during his response to the interventions and proposals of members of the People's Assembly that the proposals complement the government statement and we will do everything we can to achieve the visions that were put forward by the members of the People's Assembly, stressing that all efforts be made to overcome the difficulties that hinder the progress of work and production.

Engineer Arnous said: Any government statement that carries ideas, trends and general policies, and we were keen to attach 71 projects and executive work programs to it. We hope that these programs will be subject to the monitoring of the People's Assembly, and we will work together to overcome obstacles and address violations or any shortcomings that may occur.

Arnous added: The government is working with all it can to rebuild what was destroyed by terrorism and has made an acceptable stride in this field and is working to secure the needs of oil derivatives, explaining that the daily needs of mazut are about 8.5 million liters, and of gasoline is 6 million liters, and what is available is 5,500 million liters of diesel. And 4 million liters of gasoline per day, and we seek by all means to increase these quantities to better deal with the needs of various sectors.

Engineer Arnous confirmed that the government is seeking to repair and rehabilitate a number of power plants, and at the end of this year, one of the groups will enter the Aleppo station for service, as well as the completion of the first phase in the Rastan station in Latakia, which will reflect positively on the reality of electricity, pointing out that renewable energy projects It is also a priority for the government's work.

The Prime Minister renewed the emphasis on work to improve the living situation and support the employee segment, in addition to citizens who need help and do not have a breadwinner. Compensation is a priority, and a government team has been assigned to study how to improve the system of compensation, complements and incentives.

On the agricultural sector, Engineer Arnous said: We must think about the exploitation of agricultural lands and the organization of the process of planting strategic crops, stressing that the government worked to support the agricultural sector and provide its requirements and gave it priority in providing oil derivatives, and in the matter of fertilizer, we strive with everything we can to provide and raise the value of loans for all agricultural requirements and we are continuing Supporting government irrigation projects.

The Prime Minister explained that work is being done to make Syrian trade a standard for measuring prices in the market, and that banks are working to launch support programs for small and medium enterprises as a kind of positive intervention to support productive projects. These projects to ensure that they are employed in supporting the production process, referring to the work to carry out the necessary maintenance operations for production lines and bakeries, and to improve the process of storing wheat and distributing flour, which contributes to improving the quality of the loaf of bread.

With regard to the organizational schemes, the Prime Minister pointed out that the government’s direction after the liberation of each region is to return to the organizational schemes and re-establish them according to the latest planning methods and to provide the opportunity for these schemes to be modern taking into account the developmental aspects of each governorate, which requires concerted efforts to finish the completion of the organizational schemes for the regions edited as soon as possible.

He stressed that the government is constantly striving to do everything that would stabilize the exchange rate, provide the necessary facilities to open bank accounts, encourage the shift towards e-government, organize the import and export processes and provide the necessary facilities for this, as well as strive to control the markets and enhance the role of local councils in monitoring prices, which falls on all of us. Responsibility to unite efforts to be able to control markets and shed light on monopolists and violators, and to take the most severe penalties against them.

Arnous pointed out the formation of a committee to follow up the situation of industrialists in expatriation, communicate with them and provide the necessary facilities to help them return to the country and engage in their productive activities.

He also stressed that administrative reform is one of the keys to success in improving the administrative sector in various public agencies, as work is under way to characterize employment, restructure each ministry, address the problem of overlapping tasks, automate government work, and find administrative cadres capable of carrying out the requirements of the current stage.

Regarding the sorting of engineers, the Prime Minister said: We are constantly developing the process of sorting engineers to take advantage of the graduates’ competencies in an optimal manner and in accordance with their desires and serve the objectives of the public authorities in which they work. .

Engineer Arnous stressed the continuation of supporting the public sector to remain a leading sector in the national economy while supporting the private sector to be a real partner, pointing out that work will be done to support the profitable laboratories and help the losing laboratories to progress and the participation of the private sector in the destroyed sites that cannot be rehabilitated.

Arnous indicated the need to increase production and continue to support micro, small and medium projects, as a package of programs was launched to support these projects.

On mass transportation, he explained that the distribution of operating transportation lines at the level of each governorate is being studied so that they can be organized and make maximum use of them.

Engineer Arnous added: It will not prevent the import of any of the basic materials or materials involved in production, but only luxuries, in order to provide the foreign exchange needed to import basic materials such as wheat, oil derivatives and medicines.

On the fight against corruption, the Prime Minister stressed working to activate the oversight institutions and the need to update laws so that there are no loopholes for corruption, with the importance of choosing efficient leaders and continuing the administrative reform project, which has an important role in combating corruption, pointing to the importance of electronic payment and electronic services, as there are currently 47 services provided. Through the electronic platform, and in the coming days, 3 new services will be added.

The Prime Minister concluded by saying: The housing cooperation bill is ready and will take its course to the People's Assembly for discussion soon.

In his speech at the end of the session, the Speaker of the People’s Assembly pointed to the importance of the discussions that focused on the ministerial statement for three days and dealt with public interests that affect the citizens’ lives and livelihood affairs in light of the illegal and inhumane unilateral coercive economic measures imposed on Syria, indicating that the members also raised in their interventions New visions and solutions to overcome the difficulties of living according to the available capabilities.

The President of the Council called for a general trend to mobilize energies and intensify efforts in order to meet ambitions, achieve goals and unite the supreme goal represented in the interest of the people and the country.
