In the rubble of the post-war years, then in the divisions of the Cold War, the FRG is looking for a new identity.
As early as 1947, Dolf Sternberger, one of the co-founders of post-war German political science, wanted to distance himself from the cultural, linguistic and ethnic definition of the nation.
He pleads for a patriotic feeling which is based on the voluntary adhesion to values, to the fundamental rights defined in the first nineteen articles of the Basic Law (freedom of speech and belief, equality of citizens before the law ...) .
