The hope is now that the local authority will approve an "order extension" - namely to the engineering office that has been working on a heavy rain map for all of Dorfen since 2019 and presented a draft to the city administration at the end of August 2021.

These experts examined the entire 100 square kilometer municipal area with its 200 districts and, among other things, worked out digital terrain models and recommendations for action.

Not only the settlement on Seebach is problematic, revealed Mayor Heinz Grundner (CSU): “There were also areas from which one could not have suspected that there was a risk of heavy rain there.

Eight or nine neuralgic points were identified. "

Floods in villages: effects felt throughout the municipality

The heavy rain map will be dealt with publicly at the next meeting of the Environment, Nature and Climate Committee (we reported).

He firmly rejects any accusation of inaction in this matter, said Grundner.

The report was commissioned in 2019 immediately after the funding approval and it took so long to process.

"Unfortunately it came too late for the settlement on Seebach", he regretted.

The heavy rain on Monday, August 30, with severe consequences, had an impact throughout the municipality.

“Fortunately, our flood retention basin held up.

But the drains were not enough.

Two heavy pumps had to be used here, ”explained the mayor.

"At the Isen weir we also had almost the same water level as during the flood of 2013."

Flood officer Forstmaier justified his request with detailed descriptions of the disaster on Monday last week.

"The brook has spread over 40 to 50 meters," he said of the settlement, which on the one hand lies in a depression and on the other hand was built right up to the bank.

“In my opinion, the narrowing of the Seebach by the construction area was the fall of man from the point of view of flooding,” explained the landscape architect.

He was shocked that residents had already reported three floods since the settlement was founded.

“In the past, people concentrated on the major floods along the Isen,” said Forstmaier.

But half of the floods are now - also due to climate change - no longer caused only by the large bodies of water.

The GAL council calculated that the damage to the 24 properties concerned was at least 150,000 euros per building plus 70,000 euros for household items.

The sum of this estimate is 5.3 million euros.

"The point that shocked me the most was that the rainfall was actually not that high."

explained Forstmaier.

40 to 60 millimeters a day were measured.

Even the five-year rain event is statistically 73 millimeters.

In the Ahr valley, 160 millimeters fell this year, and 216 millimeters in Simbach in 2016.

The heaviest rainfall occurred on August 30th between 8 and 9 a.m.

So this precipitation was far from a rain of a century.

According to Forstmaier, the risk of repetition is obvious.

In order to be prepared for this, various measures would have to be taken.

"A concrete wall around the settlement would shift the potential hazard to other areas," he said.

On the other hand, one has to talk about the dam effect of the road to Esterndorf, the narrowness along the Seebach in Zeilhofen and possibly a dam west of Niederham.

Regarding the flood sins of bygone days, Forstmaier said: "The sum of many small mistakes results in a big problem at some point."

Flood protection concept in Dorfen: dialogue with farmers important

Here you have to rely on science "and sometimes be very courageous to say no when it is on the brink", says Michael Oberhofer (CSU) about future building area designations.

Zwirglmaier, on the other hand, also played the ball to the farmers.

“The floors are nowhere near as absorbent as they used to be.

That also has to do with modern management. ”Günter Drobilitsch (GEM) did not want to leave that as it is.

“The greatest flood preventer are the farmers,” he contradicted.

“By keeping the floors open, they are, on the contrary, particularly absorbent today.” And the large agricultural machines with their large tires would “exert less pressure than a 15 mm Eicher with its narrow tires”.
