- The lease for a good 800 square meters of land is around 6500 euros per year. If the provisional accommodation is needed not only for a kindergarten and after-school care group, but also for private lunchtime care, the sum increases to over 10,000 euros. The church foundation of the parish association Eichenau-Alling is responsible for all daycare centers in the community, including outsourced groups. So far, it has been free to use.

An agreement was reached with the church three years ago under the then mayor, Frederik Röder.

The planning for a new children's home had already begun.

But then the demand for daycare places had risen sharply, and so the community had to make do with an interim solution.

And since no land of its own was available, the church allowed containers to be set up on the parish meadow.

There were occasional festivals there, the Corpus Christi procession also ends there, but otherwise the meadow was unused.

More and more expensive

Partly because of Corona, but mainly because of tenders, the results of which were far above the construction cost estimates, the planned children's home is becoming more and more expensive. And completion is delayed. Pessimists are already talking about the year 2024. One could have expected that the meadow would remain free of charge for the time being. After all, the political community is not responsible for the delays - and after all, both sides are partners. Last but not least, the daycare providers and their employees benefit from the new, large and modern children's home. Church staff also work in the containers.

The foundation supervision, the archbishop's finance chamber, apparently saw it differently and demanded an appropriate reimbursement for the use of foundation assets. And this view is definitely shared in the local board of directors. Member Brigitte Naßl, formerly a member of the Alling municipal council, does not want to speak publicly - “I stay out of that”. But colleague Walter Herz, today CSU parliamentary group leader in the local council, says something. The following: “I consider the rent demanded to be a moderate contribution.” It should be calculated from the standard land value minus a “discount” of two thirds.

The administration director of the parish association Eichenau-Alling, Dieter Rubenbauer, speaks of a "completely normal process".

After all, it is a municipal duty to either take care of the children themselves or to make the buildings available to the chosen institution.

"It's not our fault either," he says of the delayed construction of the children's home.

During his time as mayor of Groebenzell, he had already "finished a kindergarten from planning to moving in three years".

The municipal council had discussed and decided on the agreement in a closed session.

Other council members cannot confirm that the new regulation there “was not considered offensive by anyone”, as Herz told the daily newspaper.

The Greens criticized the church's approach, a farmer from Biburg is said to have offered his own meadows for a children's home in view of such square meter prices.

“It was definitely not good style,” says a veteran of the group.

Alone, what would the alternatives be?

The community has spent over 100,000 euros on foundations and connections, which would then be invested for free.

Other developed plots are also not in sight.

The new contract has a term of three years.

An early termination - should the children's home be finished earlier - is not possible, according to Herz.

However, Rubenbauer speaks of "taking precautions so that nobody is taken advantage of".

Last year after-school care center, kindergarten and crèche had an operating cost deficit totaling over 80,000 euros.

The municipality is contractually obliged to compensate for the minus.

In Alling, there has been no discussion of childcare providers other than the church foundation in recent years.
