There are currently 25 district councillors on Hong Kong Island, 15 of whom are democrats. The district councilors involved in the primary election include Yang Xueying from Wanchai District and Peng Zhuoqi from Southern District. There are rumors that those involved in the case are likely to be disqualified.

The oath process has strict regulations on clothing and belongings

The "Guidelines for Taking Oaths" stipulate that district councilors must read out the oath or the words in the oath in a pre-selected version and language.

Before the district councilor takes the oath, the staff will hand over the oath or oath text selected by the district councilor in advance to the district councilor so that the district councillor can bring the same text to the designated place to take the oath.

Except for the district councillors who are taking the oath, all other district councillors must be seated during the oath.

There are a number of rules at the venue, including the organizer's right to refuse admission for latecomers and re-entry for those who leave midway; unless approved by the organizer, attendees are not allowed to bring anything that the organizer believes may affect the swearing ceremony or cause nuisance to those present. Inconvenient or dangerous items enter the arena, including oversized objects, speakers/amplifiers, umbrellas, defensive equipment (such as gas masks and helmets commonly known as "pig mouth"), flags, banners or colorful flags.
