The province of Buenos Aires declared on Monday the
Water Emergency
in the Paraná River Delta area, before the
extraordinary downspout
of the Paraná River Basin.
The declaration, made official in the Buenos Aires Official Gazette through Decree 710, will be for
180 days
and includes the parties of San Nicolás, Ramallo, San Pedro, Baradero, Zárate, Campana, Escobar, Tigre, San Fernando, San Isidro, Vicente López , Avellaneda, Berazategui, Berisso, Ensenada, La Plata and Quilmes.
This measure takes place in the middle of a historical downspout of the Paraná River, considered
the worst since 1944
.
In addition, the Interministerial Committee for Water Emergency was created, "in order to articulate with the provincial, national and municipal bodies the prevention, control and mitigation measures of the effects produced by the water drain and the cadastral identification of the affected areas."
This Committee will be coordinated by a representative of the Cabinet Headquarters and composed of representatives of the Ministries of Security, Government, Infrastructure, Community Development, Labor, Agrarian Development, Production, Finance and the Provincial Agency for Sustainable Development (OPDS) .
In parallel, the Security portfolio was empowered "to define and articulate the actions or measures necessary for the management of risk situations that arise due to the water emergency."
The OPDS was empowered to "adopt the necessary measures to preserve natural resources and conserve, protect and recover reserves and areas that may be affected during the water emergency."
Meanwhile, Infrastructure may take "necessary intervention measures to mitigate the effects caused by the downspout" and Water Resources may "provide advice and provide collaboration."
At the same time, the Ministry of Community Development is allowed to "manage and supervise direct assistance to victims of emergency situations, in the event that the events produce risks for the inhabitants of the areas affected by the emergency" .
Agrarian Development will be able to "manage and supervise the assistance to agricultural, forestry and fishing producers who see their production, productive capacity and performance affected, and to rural workers, in order to moderate or mitigate the effects of the downspout" and Work is authorized to "implement programs and actions to sustain employment in the areas affected by the water emergency."
In the fundamentals of the measure, it was recalled that "the rainfall deficit in the basins of the Paraná, Paraguay and Iguazú rivers constitutes one of the determining factors for the historical downspout, considered
the most important in the country since 1944.

"This downspout presents incipient effects on the supply of drinking water, navigation, port operations and economic activities related to the production and exploitation of the water basin and, in environmental matters, the expected impacts are related to two main aspects: quality and water availability and the consequences on the flora and fauna associated with the natural dynamics of this mosaic of wetlands ", it was pointed out.
"The extraordinary magnitude of the events requires that all areas of the provincial government join forces to mitigate the adverse effects of this hydrological phenomenon in the affected areas," it was noted.
