The expansion of the 2G rule is intended to give vaccinated people more freedom. In many federal states this is an optional model. This means that restaurateurs and organizers can decide for themselves whether the 2G or 3G rule applies. The 2G rule stipulates that only those who have been vaccinated or recovered are allowed access. For these guests, the mask requirement and distance rules will no longer apply. In some federal states, such as Baden-Württemberg, the 2G rule is mandatory from a certain hospitalization rate.

On the one hand, the regulation serves to avoid a difficult corona situation in autumn and winter. On the other hand, it should enable vaccinated and convalescent people to have a comparatively normal everyday life. The expansion of the 2G rule is a "contribution to the normalization of public life" in Lower Saxony, said Prime Minister Stephan Weil in a statement. Anyone who decides against vaccination has to “answer for the consequences of their decision”.

Those who have neither been vaccinated nor recovered will no longer receive access under the 2G rule.

In such a case, “free testing” would no longer be possible.

Only with the 3G rule would a negative corona test be considered sufficient evidence to gain entry to gastronomy or cultural and sporting events.

There are also financial changes coming to the unvaccinated: North Rhine-Westphalia, for example, announced last week that it would stop quarantine compensation for unvaccinated people.

The Federal Chancellery does not rule out the 2G rule nationwide

Experts expect the corona situation to worsen in the cold season.

Unvaccinated will then face a “difficult autumn and winter”, predicts Lower Saxony's Prime Minister Weil.

Overloading clinics and uncontrolled spread of infection must be prevented “with all determination”, Weil continues.

Since they do not pose any significant danger, those vaccinated would not have to fear any restrictions in autumn and winter, said the Prime Minister.

94 percent of people in intensive care units are unvaccinated.

The Federal Chancellery, however, does not rule out a nationwide 2G rule.

Experts are discussing whether the 2G rule for vaccinated and convalescents goes too far - or is really sufficient in view of the contagious Delta variant.

Jan Fuhrmann, modeler at Heidelberg University, suggests, for example, that only those who have recovered or who have been tested are allowed in particularly sensitive areas who also have to show a negative test.
