The 39-year-old defendant is one of the committee members and is responsible for contacting potential contractors for refurbishment projects to obtain quotations or invite them to bid for related projects. , The bid opening and review committee will then consider the recommendation of the contractor and outsource the contract. At that time, the defendant promised to declare the source of financial or other interests with the school, and to ensure that there would be no conflict of interest in the process of participating in the procurement.

The case revealed that the defendant used 5 conflicts of interest declarations to mislead the school when handling 5 projects. The total contract amount was about 590,000 yuan, involving the construction of a history gallery, installation of classroom whiteboards, and replacement of light-emitting diode (LED) tubes and 2,000 students. Chair; the defendant used another bid summary and approval record, as well as 4 written quotation summaries and approval records, which were misleading when dealing with five other projects involving the renovation of the church and the supply and installation of aluminum panels, classroom curtains and LED light tubes. The contracts for the three projects were awarded to two contractors frequently employed by the school.

The case also revealed that the defendant used a copy of the quotation that appeared to be accepted by the school to induce a furniture company proprietor to accept it as a copy of the authentic document. The quotation involved the supply and installation of 56 sets of desks for the teaching staff room. , The total value is about 290,000 yuan.

The 38-year-old defendant Jiang Yixing was a teacher of Liang Shizhi College at the time of the case. He pleaded guilty to 3 counts of using false copies of documents, 5 counts of theft, and 10 counts of using documents by an agent who intended to deceive his principal.

The ICAC investigation found that the defendant established four companies and submitted quotations to the school for the 11 projects mentioned above. Among them, the contracts for 8 projects were finally awarded to the four companies.
