The government decided in 1998 to build a pedestrian bridge system on Mong Kok Road. Sun Hung Kai Properties was responsible for the first phase. The first phase was completed in 2003; the second phase was originally scheduled to be completed in 2009. The contractor is arranging with the power company to connect to the permanent power supply to test the operation of the lifts and lifts.
