According to a district council document, the latest progress review as of the end of August is that the flyover is expected to be open to the public before the end of this month. The government decided in 1998 to build a pedestrian bridge system on Mong Kok Road. Sun Hung Kai Properties was responsible for the first phase. The first phase was completed in 2003; the second phase was originally scheduled to be completed in 2009.
