The Ministry of Productive Development and the Ministry of Labor, Employment and Social Security this week regulated the conditions for accessing the
Te Sumo Plan
, the initiative aimed at achieving the labor insertion of young people
between 18 and 24 years old
, a strip that was especially seen affected by the coronavirus pandemic, while promoting the creation of new sources of work.
Through joint resolution 9/2021 published in the Official Gazette, the program contemplates a
reduction in employer contributions
for SMEs that hire young people, and they will also receive
financial support from the State
for the payment of wages during
the first 12 months
from of the employment discharge of young people.
The reduction will be applied to the hiring that takes place from September 1, 2021 and increases the payroll of workers in August 2021. It is a 95% reduction in the event that the hiring is of a woman, transvestite, transsexual or transgender, or a person with a certified disability;
and 90% in case the contracted person is male.
The plan is for youth between the ages of 18 and 24 inclusive.

The plan was promoted by the Ministries of Labor and Productive Development, with the idea of putting aside social plans by betting on the generation of formal employment and training in trades, and in a first stage it is expected to
include
50,000 young people
, as indicated official sources.
How to enroll in the "Te Sumo" plan?
The Te Sumo Plan is intended for young people between 18 and 24 inclusive, with
complete secondary education
.
Both SMEs and employees who want to be part of the
Te Sumo
plan
must be registered in the new portal launched in July by the Ministry of Labor.
called "Employment Portal".
Once on the site, those interested can also learn to put together their curriculum and sign up for training.
What are the available offers?
The list of training courses is extensive, among them are trades such as welder, electrician, sales, customer service, cashier, IT operator, cladding installer, partitions and ceilings erector, job painting, sanitary installations, masonry, motorcycle mechanics, first aid, web design, mechanical and industrial design, fundamentals of programming, robotics and electronic commerce.

What requirements must SMEs meet to receive this financial aid?
First, the worker they hire must have participated -or be participating- during the last 12 months of one of these programs:
Training Actions for Work;
Professional and Continuous Training Plan;
Labor Insertion Program;
Youth with More and Better Work Program;
Youth and MSMEs Program;
Unemployment Benefits Program;
Promote Equal Employment Opportunity,
Training and Employment Insurance.
In this way, the subsidy that the person received for participating in any of these assistance and training plans "may be considered on account of the salary" when they achieve "an employment relationship."
In addition, the new incorporation must produce a net increase in the personnel payroll with respect to the month immediately prior to the entry into force of this Decree, which will be considered as the "base period".
Who cannot be part of the Te Sumo plan benefit?
This benefit does not apply to people who, at the time of being hired, have a
registered job
, except those included in job placement programs, or who have been declared in the General Social Security Scheme and after the distraction has occurred. employment, whatever their cause, are reinstated within 12 months.
It also does not cover the incorporations made by a company within 12 months from the
dismissal without just cause
or due to the causes of lack or reduction of work and force majeure of another worker, as long as that dismissal has occurred after this Decree came out (09/15/21).
Employers who appear in the Public Registry of Employers with Labor Sanctions (REPSAL) or who engage in practices of
abusive use of the benefit
, such as producing personnel substitutions under any figure,
are also excluded
.
