The Election Committee subsector elections were held today (19th). Under the new electoral system, the number of voters is less than 8,000, so most citizens have no votes.

However, there are no votes for no votes. This election will still have a significant impact on the future political situation in Hong Kong. It is worthy of attention of all citizens. One of them will directly affect voters in all geographical constituencies.

1. The first election under the new electoral system

After experiencing political incidents such as the controversy of amendments and the 35+ actions of the democrats, the central government emphasized the principle of "patriots ruling Hong Kong". The National People's Congress passed the "Decision on Improving Hong Kong's Election System" on March 11, authorizing the National People's Congress Standing Committee to amend " Annex I of the Basic Law "Method for the Selection of the Chief Executive" and Annex II "Method for the Selection and Voting Procedure of the Legislative Council".

The draft local legislative amendments to improve the electoral system were formally passed in the Legislative Council on May 27.

Under the new system, there will be three important elections within one year. They are the Election Committee subsector elections, the Legislative Council elections in December, and the Legislative Council elections in March next year. Therefore, today’s Election Committee elections will be A "leading" scene.

This election is of great significance. It is the first election for the re-established and fully empowered Election Committee. The power of the Election Committee has been greatly upgraded.

2. Responsible for selecting the future chief executive

As we all know, the biggest function of the Election Committee is to nominate and elect the future chief executive.

According to Annex I of the newly revised Basic Law, candidates for the Chief Executive must be nominated by no less than 188 members of the Election Committee, and no less than 15 members from each of the five sectors must be nominated.

Each Election Committee member can only nominate one candidate.

Therefore, the newly released Election Committee will directly affect the candidates for future chief executives.

In addition to obtaining the approval of the central government, all people who intend to participate in the election also need to "wow votes" to the election committees of all sectors.

This is the election of the Election Committee with the most disparity between the two political camps in history. It is no longer possible for the democrats to occupy seats in multiple professional sectors in the past.

3. The "432" of the Legislative Council comes from here

The power of the Election Committee has been greatly increased under the new system. In addition to nominating and electing the Chief Executive, it will also be responsible for nominating members of the Legislative Council.

Regardless of whether it is a 40-seat Election Committee member, a 30-seat functional constituency member or a 20-seat geographical constituency member, all legislative council candidates must be nominated by each of the five major sectors of the Election Committee, and then pass Only after the qualification review committee can enter the gate can participate in the election.

Therefore, in the future, all those who participate in the constituency of geographical constituencies will be "baptized" by direct elections by the public, and the first level must pass the election committee.

4. Nearly half of the legislators are directly elected

The Legislative Council Election Committee seats have been abolished since the 2004 election, but they have reappeared under the new system, and they have the most seats among the three groups.

Under the new Legislative Council election system, 40 members will be elected by the Election Committee.

Tan Yaozong, a member of the Standing Committee of the National People’s Congress, pointed out in an interview with "Hong Kong 01" earlier that he hopes that after the election committee seats appear, members of the Legislative Council can proceed from the overall situation and no longer be bound by the interests of individual industries or regions, and promote "good governance and good governance." ".

In the new term of the Legislative Council, as many as 40 seats are elected by the electoral committee.

5. The Election Committee closest to the "unicolor"

From a numerical point of view, this is the closest "uniform" election to the Election Committee since the reunification.

Although the election of the election committee in 2000 was boycotted by the democrats, there were still 22 elected members of the then democratic legislature.

In the three sessions of 2006, 2011, and 2016, the democrats actively attacked the election committee, and the atmosphere of the election was more intense.

In this election for the Election Committee, only Di Zhiyuan and Zhou Xianming are two non-organizational candidates for the election committee, and the remaining candidates are all established or relatively pro-organized.

There are no more democratic members in the Legislative Council. Even Zheng Songtai, a passionate citizen who was a former member of the Legislative Council, was ruled by the Candidate Qualification Review Committee that the nomination was invalid, and he could not serve as an ex officio elector and lost a seat in the Legislative Council. Election committee for course.

Therefore, at most two non-organizational factions will be elected in the new election committee.

6. "no stake" for the general public

Checking the reports of the Electoral Management Committee over the years, the total number of registered voters (groups and individuals) in the 2000 election committee election was 179,024; in the 2006 election, the total number of voters was 220,307; in the 2011 election, the total number of voters was 249,499; in the 2016 election , The total number of voters is 246,440.

The number of voters (voters) in the current election of the Election Committee is only 7,971, a drop of about 97% from the previous election. In addition, many sectors have been automatically elected. In fact, only about 4,800 people voted, which is the largest number of voters since the reunification. The new low can be said to be the most "no stake" election committee election in the history of the general public.

7. Nearly 1,000 Beijing railway tickets have a very high "safety factor"

In the past elections of the Election Committee, the democrats can always get a certain number of seats through the professional sector and the legislative council sector. In the last term, they got a record high of 326 seats.

Under the old system, if this base number is combined with the 117 votes of the district council, the democrats can occupy more than one-third of the seats.

In the eyes of the Central Committee, there is still the possibility of "trouble" under this system.

Under the new system, the Election Committee was completely reorganized, and the "national team" entered the stadium in an all-round way.

A large number of "national teams" have been added to the 40 sub-sectors, which is equivalent to the central iron vote; the second sector (professional sector), which was dominated by the democrats in the past, has all been changed from individual votes to group votes, and is used in the legal and accounting sectors. Wait for the group to join the relevant Hong Kong representatives of the national organization, etc.

According to "Hong Kong 01" statistics, regardless of whether elections are required, there are about 879 of the 1,500 electoral committees, and the Beijing or SAR government can control/have the ability to influence candidates.

In short, the number of "iron votes" is over half, and the central government has the ability to "make a final decision" for the future chief executive, and the chance of "incident" can be said to be zero.

8. The Election Committee sets up a "general convenor" system

In Annex I of the newly revised Basic Law, there is a relatively special detail.

The Election Committee has a convener system, responsible for convening meetings of the Election Committee when necessary and handling related matters.

The general convener shall be a member of the election committee who holds a leading position in the country, and the general convener shall appoint a number of conveners in each sector of the election committee.

At present, the outside world knows very little about this "general convenor", including its specific functions and candidates.

Tan Yaozong, a member of the Standing Committee of the National People's Congress, once described that the position of the chief convenor is "transcendent" than the chief executive.

There are rumors in the political circles that this position may be assumed by Tung Chee-hwa or Liang Zhenying, vice chairman of the National Committee of the Chinese People's Political Consultative Conference, but there may also be a "third candidate."
