Among them, the business sector (3) had the highest voter turnout, reaching 81.72%. There were 93 eligible voters and 76 people voted.

Compared with the last election of the 2016 Election Committee, voting started at 7:30 in the morning, and the turnout rate was 5.02% three hours later. However, the number of voters that year reached 231,769, and the actual number of voters at that time was 11,644.

小圈子?曾國衞:不追求人數多競爭激烈

被問到警方今日部署5000至6000警力,會否為市民帶來恐慌?曾國衞表示,今次選舉各部門都有參與,包括警務處擔任安保工作,警方就大型活動都有風險評估,「今次係非常重要選舉,不容有失,鑑於過去都曾有混亂,警方係適當安排部署,絕對有需要及恰當」。

被問到外界質疑今次選舉是「小圈子」,曾國衞強調「不贊成說法」,選委會人數提升至1500人,調整後界別分組有40個,包括同鄉會、基層、內地港人及全國性團體,完善了均衡參與和廣泛代表性,形容是「香港縮影」,又指希望落實符合香港實際情況的民主制,「唔係追求人數多,競爭激烈」。

至於擬議的口岸臨時票站,曾國衞稱須審重考慮境外投票,在法律技術未能有穩妥方案前,不會貿然推出,當局會積極考慮臨時票站安排,盡量兼顧防疫及市民行使投票權利。

劉國勳指氣氛良好 嘆過往選舉候選人「互踩」

【12:26】民建聯立法會議員劉國勳表示,今次選舉氣氛良好,留意到很多候選人都用不同方式表達自己的政綱,包括拍片等呈現方式。他形容過去的選舉衍生很多街頭衝突,也往往會用「踩低」其他候選人的方式,聚焦了在其他地方,認為今次能把重點放在候選人的政綱上。

劉國勳強調選委會工作角色很重要,將會在接下來兩場選舉作為提名及投票人,委員除了要選出建設香港的候選人,也擔任把關角色,將反中亂港的候選人拒諸門外。

兩小時投票率29.66% 1450選民完成投票

【11:30】選管會主席馮驊視察會展票站,表示首次使用的電子派票系統正常運作,強調疫情期間,選民如有發燒情況須使用特別投票位置,但如果是團體代理人,則應該改派其他人。截至早上11時,已有1450名選民完成投票,投票率29.66%。

相比上屆2016年選委會選舉,由早上7:30開始投票,兩小時後投票率僅2.43%,但當年選民數目達231,769人,當時實際完成投票人數達5,625人。

警署票站未見使用 馮驊被市民問為何無票

馮驊又表示,投票時間從上午九時至下午六時,總共9小時,如果多人在早上同一時段投票或需要等候,建議投票人可自行安排行程,或選擇午後投票,期望選舉能在今晚午夜左右有結果。

就今次票站準備,他指設施能方便輪椅使用者,亦設置了特別排隊隊伍,供長者及殘疾人士使用。馮驊指尚一個設在警署的票站,如果有受羈押人士,則可以在該處投票。他指暫時沒收到消息該票站有使用,但解釋如果今天內有投票人被捕,他們可以在該處投票。

他又透露有市民向選管會投訴為何自己不能投票,但馮驊稱這涉及投票人資格的問題。對於有市民誤會今天為區議會選舉,馮驊表示政府宣傳非常充足,和以往一樣有電台電視橫額海報,當中未見有誤導是區議會選舉。

被問到警方部署,他指以往投票站亦有警員看守秩序,對實際的警力安排不清楚。另外,被問到今次選舉是否比過去選舉容易安排,他指今次很多新事物,包括制度改變和首次採用電子選民登記冊,過程牽涉研發、檢視流程和程序上的準備,因此要格外小心。

投票開始一小時 投票率為14.73%

【10:58】投票早上9時開始,選舉事務處公布,截至早上10時,4889名合資格選民中,已有720人完成投票,投票率為14.73%。相比上屆2016年選委會選舉,由早上7:30開始投票,一小時後投票率僅0.82%,但當年選民數目達231,769人,投票率低,但實際完成投票人數卻有1,899人。

【08:45】特首林鄭月娥到灣仔會展巡視票站,表示今早特意在投票正式開始前到其中一個票站,向同事打氣、了解新措施。她稱今次是選舉改制後首場選舉,具有多重意義,將為香港帶來新局面,經完善選舉制度後可確保由「愛國者治港」,並為之後的立法會及特首選舉打好基礎。

林鄭:新選舉制度保「愛國者治港」

林鄭指香港的選舉一向以公平、公開、公正見稱,今次亦是公平、公開、誠實,且重大意義。她稱本港以前有反中亂港人士,形容他們反政府、反中央、窒礙香港發展。而全國人大常委會通過決定後令香港有《完善選舉制度》,回歸初心,亦加入資格審查委員會,確保愛國者治港。

她又指選委會經擴大後,很多以前無法參選的界別都有參與機會,如基層組織、全國性組織香港代表,符合均衡參與及廣泛代表性。選委會之後有份選出立法會議員及提名參選者,認為是重要的把關角色,與資審會雙重把關。

選委就任前須宣誓 林鄭認選民不多

林鄭指今日參與選舉的候選人雖然只有412人,全部合資格參選,約4900名合資格選民數目也不多。她指選委會在新制度下需要宣誓,由於規模很大,計劃在他們就任前安排書面簽署誓言。

被問到今次選舉警方部署人手比以往更多,林鄭表示每次大型活動,保安局及警方都會評估,她尊重相關部門編配人手,相信選舉會在公開、公平、安全及誠實的環境進行。她亦表示過去兩年本港有暴亂事件,舉例昨日也破獲家居武器庫,認為評估是職責所在。

韓正關心三場選舉 無談及林鄭連任

林鄭昨日在深圳會晤國務院副總理韓正,她透露韓正關心接下來的三場選舉,並希望選舉依法進行,她回應對方指香港一貫依法做到公平、公開、公正。她稱韓正提到中央對香港支持,亦提到「十四五」規劃。林鄭特別指,韓正表示支持香港國際金融中心及創科中心的地位,也提到前海擴區是賦權前海,故香港要與深圳合作、做到先行先試,但表示席間沒有提到連任方面的個人方面問題。

與內地通關?韓正指示部門跟進專家對接

通關方面,林鄭表示已向韓正提到香港本地個案「清零」逾月,有嚴格外防輸入、市民期盼通關回內地,並有相關抗疫措施。她引述韓正指非常明白,亦知道她提出的意見,希望讓兩地專家對接,並即場要求內地相關部門跟進專家會談,港府會做好準備,爭取逐步、有序通關。

區議員悉數宣誓後方考慮功能運作事宜

關於政府重組區議會及重設委任議席的傳聞,林鄭認為2019年的區議會選舉確實出現問題,導致目前區議會殘缺不全,要等全部區議員完成宣誓,才知道十八區議會中有多少人符合公職人員要求,之後處理未來兩年任期的功能及運作事宜,但她強調並無同韓正討論相關問題。

【08:00】警務處處長蕭澤頤昨日表示,選舉日會部署至少5000至6000警力,高姿態巡邏票站一帶及高危地方,並監察網上有否人煽動破壞選舉。灣仔會展外,有軍裝警員擺放鐵馬,會展內則有一批特務警察及軍裝警員在場戒備。
