The Minister chose to integrate the expansion of the organization's activities into the government's work plan "to adapt the path to the challenges of reality" The regulatory

The Prime Minister's Office announced tonight (Sunday) the government's work plan for the next four years.

Of the many areas under his authority, Finance Minister Avigdor Lieberman chose to include in the work plan the expansion of the Nativ agency's operations.

According to the plan, Nativ, which is supposed to encourage immigration from the Soviet bloc, will also expand its operations to Germany, where a quarter of a million Russian-speaking Jews live, according to estimates.

"To enable the maximum realization of organizational potential, I will work to expand Nativ's powers in legislation, while adapting them to the challenges of reality. "There is currently no official Israeli body that has direct contact with these Jews, despite their unique characteristics. I see great importance in the immediate implementation of Government Resolution No. 2070 regarding the expansion of the organization's activities to Germany," explains Minister Lieberman.

It will be recalled that the transfer of a lane to Lieberman's responsibility was done while the legal adviser was reviewing the move.

The legal adviser to the Prime Minister's Office, Shlomit Fargo Barnea, wrote that there was a legal difficulty in the process and that the State Comptroller also objected to the manner in which the bureau was operated by Lieberman.

According to a study by the 'Source' program from 2020, Nativ served as the employment center for the activists of Yisrael Beiteinu, the party headed by Lieberman.

The investigation revealed that many of the consuls on behalf of Netiv are political activists of the Yisrael Beiteinu party and that thousands of the immigrants who received an Israeli passport from Netiv left it without living in Israel.

In parallel with Lieberman's decision: these are the main issues that will be included in the government plan

As for the other ministries, according to the Prime Minister's Office, among the main issues on which the various government ministries focus: improving service to citizens and moving to digital services, fighting the Corona virus, tackling the climate crisis, promoting Arab society and lowering the regulatory burden.

The publication of the national plan is carried out in parallel with the approval of the state budget in the Knesset and constitutes another action for the synchronization of government activities and the return of public systems to order.

The publication of policy emphases is done similarly to advanced countries in the OECD, which publish the emphases of government activities for the term of office at the beginning of their term, and is intended to reflect them to the public and interface the activities of various government ministries.

This is the first time that this practice has been practiced in the Prime Minister's Office, and is another step in advancing the orderly planning and execution procedures in government activities.

Following the initial publication, the professional echelons will begin working together to implement the policy highlights through work plans for 2022, which are expected to be made public in the first quarter of next year, including operational missions and success metrics.

Prime Minister Naftali Bennett says that "just as it is impossible to lead a ship without a compass, so too should government ministers define, for themselves and the public, what are the goals they should strive for, and what are the key areas they want to direct energy and resources to. "And ambitious on the other hand. They reflect the two great tasks of the 36th government of the State of Israel: strengthening the State of Israel, its security strength and its economic strength, along with attention and concern for citizens, their health and quality of life."

The director general of the Prime Minister's Office, Yair Pines, added that "the policy emphasis label becomes even more valid when a new government is formed. "Similar to the practice of OECD countries, the publication of this administrative tool will improve the planning and implementation capabilities of government policy, for the benefit of all Israeli citizens."
