"Axel is in charge of the management. And Máximo is the political manager."

This is how a collaborator of both leaders in the province of Buenos Aires defined, some time ago, the way in which the governor and the national deputy complemented each other with respect to political action in Buenos Aires territory.

This mode of operation between Axel Kicillof and Máximo Kirchner was reflected in the first assembly of the Buenos Aires cabinet, where the UBA economist added as ministers people of his close trust, most of them from school and university backgrounds related to their training.

"It is a Cabinet of the National Buenos Aires", some mayors contemptuously defined

who saw how the governor excluded them from his ministerial assembly, without having any of them in the management. The hardened leader Teresa García, anointed as Minister of Government, appeared like the leg with Buenos Aires political anchor, along with the head of Justice, the former mayor of La Plata, Julio Alak.

Time passed and a key man for Máximo Kirchner joined the provincial cast:

Andrés "Cuervo" Larroque, closely trusted by Cristina Kirchner's son, became Minister

of Community Development, the provincial social ministry.

There he replaced Fernanda Raverta, who marched to ANSES to replace the fired Alejandro Vanoli.

who was expelled from the National Security Administration after a roll call with the collection of retirees at the beginning of the pandemic.

Larroque thus became an interlocutor of the mayors

, who manifested, for the most part, the difficulty of being heard by the governor.

But

the Buenos Aires mayors have direct dialogue with Máximo Kirchner and several of them, also with Cristina

.

And the electoral defeat in the PASO on September 12 ended up overwhelming several.

"Axel stayed with the government for him and his little group two years ago. We have to put politics into the provincial administration," complains a mayor who encouraged talks with the Kirchners to turn the tide.

So it was that

Máximo stopped being just the political articulator and made decisions directly linked to the organization of the management

.

When the new ministers are sworn in, their coordinator will no longer be the driver of the Clío (the vehicle with which Kicillof carried out the entire 2019 campaign in the Province) but an intendant of the greatest confidence of Máximo.

Carlos "Carli" Bianco will leave the main chair of the Cabinet to Martín Insaurralde

.

The mayor of Lomas de Zamora is not only a seasoned Buenos Aires leader, with two terms in that populous municipality, but he also became a political partner of Cristina's son.

From Insaurralde it was the idea that Máximo Kirchner was for the leadership of the Buenos Aires PJ

, a political fact that was traumatic because it generated the "mutiny" of another communal chief, such as Fernando Gray, from Esteban Echeverría, who did not give up and offered resistance to that the head of La Cámpora took over as Buenos Aires Pejotista chief.

The still mayor of Lomas and Sergio Massa are political interlocutors of weight and influence for Máximo Kirchner.

Insaurralde and other caciques, such as Mariano Cascallares de Almirante Brown, led the talks

for the replacement in the provincial Cabinet.

For this reason, Kicillof held three meetings with communal chiefs last week: after the defeat, he saw himself in a meeting with those of the first electoral section, in another with those of the third - the most populous - and those of the interior.

In all those appointments, Kicillof heard the request for more political action carried out with "territoriality."

That is, with political muscle and action in the streets and less "laboratory".

"Less Excel", they invoice the university Axel from the "territory".

Thus it was that Máximo monitored the changes in the Province in recent days, while also taking action in the crisis of the national Cabinet, in which he participated alongside his mother Cristina, Wado De Pedro and Sergio Massa.

In those days, he

also spoke with President Alberto Fernández.

And on Thursday, in the Senate when Kicillof visited Cristina, the governor and the head of La Cámpora also spoke at length

, just after the provincial president's appointments with the mayors of the first and third.

Only Kicillof's talk with Cristina in El Calafate remained, six hours of conversation from which the governor left with the understanding that he no longer has all the credit for himself only for the management but that his movements already have to have the permission. Definitive of Máximo and Cristina. And with the proximity and daily monitoring of the mayors perched in the provincial Cabinet, such as Martín Insaurralde and Leo Nardini, the mayor of Malvinas Argentinas who will assume in Infrastructure.

But Máximo Kirchner does not slow down in his degree of influence and scope. This Sunday, in an interview with Radio Del Plata, he told Horacio Verbitsky that “the Budget that the government has sent will be discussed in Congress. This type of thing must be debated in the corresponding areas ... It has to be seen as society is, one cannot act simply based on mathematical accounts but rather see how it impacts daily reality ”.

In the midst of so much political tremor for the Frente de Todos,

Máximo did not forget to send a message to Martín Guzmán

, the author of the national budget that must be debated shortly, in the National Congress.

Where Máximo is the block chief of the ruling force and will determine many of the changes that Krichnerism will make to the macro law that Alberto Fernández's economic administration needs for management.
