"Axel is in charge of the management. And Máximo is the political manager."
This is how a collaborator of both leaders in the province of Buenos Aires defined, some time ago, the way in which the governor and the national deputy complemented each other with respect to political action in Buenos Aires territory.
This mode of operation between Axel Kicillof and Máximo Kirchner was reflected in the first assembly of the Buenos Aires cabinet, where the UBA economist added as ministers people of his close trust, most of them from school and university backgrounds related to their training.
"It is a Cabinet of the National Buenos Aires", some mayors contemptuously defined
who saw how the governor excluded them from his ministerial assembly, without having any of them in the management. The hardened leader Teresa García, anointed as Minister of Government, appeared like the leg with Buenos Aires political anchor, along with the head of Justice, the former mayor of La Plata, Julio Alak.

Andrés "Cuervo" Larroque, closely trusted by Cristina Kirchner's son, became Minister
of Community Development, the provincial social ministry.

"Axel stayed with the government for him and his little group two years ago. We have to put politics into the provincial administration," complains a mayor who encouraged talks with the Kirchners to turn the tide.

The mayor of Lomas de Zamora is not only a seasoned Buenos Aires leader, with two terms in that populous municipality, but he also became a political partner of Cristina's son.
From Insaurralde it was the idea that Máximo Kirchner was for the leadership of the Buenos Aires PJ
, a political fact that was traumatic because it generated the "mutiny" of another communal chief, such as Fernando Gray, from Esteban Echeverría, who did not give up and offered resistance to that the head of La Cámpora took over as Buenos Aires Pejotista chief.
The still mayor of Lomas and Sergio Massa are political interlocutors of weight and influence for Máximo Kirchner.

for the replacement in the provincial Cabinet.
For this reason, Kicillof held three meetings with communal chiefs last week: after the defeat, he saw himself in a meeting with those of the first electoral section, in another with those of the third - the most populous - and those of the interior.
In all those appointments, Kicillof heard the request for more political action carried out with "territoriality."
