The Central Election Commission of Russia announced the semi-final results of the Duma elections, which took place within three days, in which the ruling United Russia party won the majority of votes and obtained a constitutional majority.

“After counting 99.17 percent of the votes of the actual participants in the elections according to party lists, the United Russia party received 45.22 percent of the votes, followed by the Russian Communist Party with 19.48 percent, the Liberal Democratic Party with 7.96 percent and the Liberal Democratic Party with 7.96 percent,” said Committee Chair Ella Pamfilova. Fair Russia by 7.14 percent and the New Generation Party by 5.27 percent.”

Parliamentary elections in Russia were held under the mixed system, ie the election of a deputy under party lists and a deputy under nominations in single-seat constituencies to fill the State Duma's seats for a five-year term.

Pamfilova indicated that the turnout in the elections amounted to 51.68 percent, stressing that it took place legally.

According to these semi-final results, the United Russia party will retain the constitutional majority in the new council, in which eight parties will be represented, including five parliamentary parties, that is, those that have passed the five percent barrier of the vote, as well as three parties whose representatives won in one-seat electoral districts, but they will not be officially represented in the new council. Because it did not exceed the five percent barrier.

Pamfilova explained that the heads of 9 major entities were elected, six of them from the United Russia party, one independent, one from the Liberal Democratic Party and one from the Communist Party.

Pamfilova noted the cancellation of more than 25,000 ballot papers in 107 polling stations in 35 regions of the Russian Federation, including Moscow, Saint Petersburg and the Moscow region, noting that the irregularities do not affect the general election results.

Although the ruling party achieved an expected victory in the elections, the current figures indicate that it lost some seats in Parliament.

In the previous elections, in 2016, the United Russia party won a landslide victory, winning 343 seats out of 450 and garnering more than 54 percent support in the general federal vote.

The People's Assembly delegation headed by Bassem Sudan, head of the Syrian-Russian Parliamentary Friendship Committee, participated in keeping pace with the Russian elections, as international observers confirmed that they took place in a democratic and transparent manner.
