For the third time after 2019 and 2020, the Neufahrner municipal council was allowed to vote on proposals for participatory budgeting on Monday.
The result: a voting marathon.
It started when Burghard Rübenthal (CSU) requested not to transfer 6,000 euros from the participatory budget in 2019 to this year's participatory budget as planned.
Reason: The fact that the project “connection-free toilets in playgrounds” has proven to be unworkable for various reasons should have been discussed with the applicant.
That would have been fair.
“How do we deal with our citizens?” But Burghard's motion was rejected with 20: 6 votes.
Because 2000 euros were transferred from 2020, projects for 38,000 euros could be decided upon.
Slide comes into "normal" households
It was then initially voted on which of the ten proposals, which had received the most votes from the citizens of Neufahrn in advance, one wanted to implement at all: The slide at the Hetzenhausen playground fell out because, at the request of the FW, it was included in the "normal" budget Will be included in 2022. Proposal 9 (installation of dog stations) was rejected unanimously. And above all, the proposal that had received the most votes (namely 103 and 13.8 percent) in the vote by the citizens was rejected: "Fenced dog meadow" on the area behind the fairground. Christopher Aichinger (FW) said that such an area would certainly be a meeting point, and joked that his dog had also spoken out in favor of it when he asked him beforehand. But there is also a lot that speaks against it:Hygiene problems, the transmission of germs, the question of organization and responsibilities. Aichinger's statements convinced the large majority of the municipal council: Project 1, which would have cost around 15,000 euros, was rejected with 24: 2 votes, so it will not be implemented.
The vote in the local council on the seven remaining proposals then followed the order that resulted in the ranking of the citizens' vote - until the 38,000 euros were exhausted.
Sounds easy, but it wasn't: The proposal “Open Air Cinema for the Neufahrn Municipality” was unanimously approved and valued at 15,000 euros.
The next suggestion was an “Outdoor Calisthenics Park”: Frank Bandle (Greens) emphasized that the estimated costs of 15,000 euros did not include the installation work. add a few thousand euros.
Mayor Franz Heilmeier promised to have the costs checked again.
The Calisthenics Park was decided with 22: 5 votes.
The fitness trail becomes a replacement project
There was only one vote against for the suggestion “Marked hiking trails Massenhausen-Fürholzen-Hetzenhausen” (4000 euros). Because the next project in the sequence would have been the “Fitness trail in and around the amusement park”, which would have exceeded the budget at 15,000 euros, the following procedure was agreed after lengthy debates: The next proposal “Bicycle repair station ", Which was still within budget at 2300 euros, was brought forward for implementation (15:11), the trim-up path was then decided at 23: 4 as a" replacement project "in the event that the Calisthenic Park didn't work out should be.
