From this Wednesday, Madrid applies new restrictions on the circulation with vehicles after the entry into force of the Low Emissions Zone of the Central District Special Protection, which will prohibit access in practically the entire district to those who lack the DGT environmental label: diesel registered before 2006 or gasoline before 2000.

With this new municipal regulation, the city will progressively have a large Low Emission Zone to improve air quality and Madrid Central, one of the projects promoted by the previous mayor, Manuela Carmena, will disappear.

However, the prohibition of crossing the area to vehicles with environmental classification B and C is maintained, although they may enter if they park in a parking lot for public or private use.

Drivers will have two months to adapt to the new regulations, since the Central District starts up in the warning phase during this time for telematic control since the camera system is operational with the new changes introduced by the Sustainable Mobility Ordinance (OMS), the development of new systems and tests for their correct operation.

In other words, the Madrid City Council will not issue sanctions to vehicles that have been captured telematically committing an offense during the next two months.

The holders will receive a communication of a merely informative nature with the reasons that have motivated the sanction, the date foreseen for its effective operation and the amount.

Access not allowed to the Central District Low Emissions Zone constitutes a minor traffic offense, in accordance with the provisions of articles 18 and 75.c), and may be sanctioned in accordance with articles 80.1 and 81 of the Traffic Law, Circulation of Motor Vehicles and Road Safety with 90 euros [45 euros if it is for prompt payment].

Application schedule

The municipal regulations will restrict access and circulation to vehicles A progressively from January 1, 2022 to January 1, 2025. The application calendar, according to the three territorial rings that includes that, from January 1, 2022, access and circulation on urban public roads inside the M-30, excluding the M-30 itself, is prohibited for all vehicles that are not domiciled in Madrid.

Since January 1, 2023, these same vehicles are prohibited from accessing and circulating on urban public roads within the M-30 and the M-30 itself;

Since January 1, 2024, access and circulation on all urban public roads in the Madrid ZBE area of ​​the aforementioned vehicles is prohibited;

Affected areas

Downtown District includes the neighborhoods of Palacio, Embajadores, Cortes, Justicia, Universidad and Sol. Motorcycle parking

Motorcycles can still be parked on the sidewalks when the urbanity requirements established by the previous regulations are met.
