The People’s Assembly, in its fourth session of the fourth regular session of the third legislative session, held today, headed by Speaker Hammouda Sabbagh, approved the draft law that includes “creating a fund to support the use of renewable energies and raise energy efficiency” and it became a law.

The aforementioned draft law includes 25 articles related to the fund's objectives, tasks, budget, finances, disbursement of funds belonging to it, contract expenditures, how to provide support for renewable energy projects, values ​​of this support, conditions and cases for its provision, as well as projects that benefit from the fund's support and fees to be collected to support renewable energies.

The fund’s board of directors is formed in accordance with the requirements of Article 14 of the Minister of Electricity as chairman, one of his assistants as deputy, and membership of a number of entities, including “the National Center for Energy Research, the Electricity Transmission and Distribution Corporation, the ministries of oil, mineral wealth, water resources, industry, transport, local administration, environment, agriculture, agrarian reform and finance.” While the decision to form the board is issued Prime Minister.

The fund’s board of directors undertakes a number of tasks in accordance with Article 15, including setting the plans, policies and programs of the fund’s work, the foundations and conditions for providing support to the beneficiaries and accepting gifts, contributions, aid, donations and wills in accordance with the laws and regulations in force, and creating branches for the fund in the governorates by a decision of the Minister of Electricity, who is the order of liquidation and exchange for the fund.

The National Center for Energy Research, as indicated in Article 19, provides technical and administrative support to the Fund in addition to participating in the implementation of its tasks in accordance with the executive instructions, while the General Corporation for Electricity Transmission and Distribution and its subsidiaries, according to Article 20, provide technical and administrative support and the necessary mechanisms, headquarters and needs for this Fund. .

As for the fund’s financial balance at the end of the year, it is considered revolving for the following year in accordance with Article 22. In the event of termination of the fund’s work, a committee is formed from the Ministries of Electricity and Finance and the Central Agency for Financial Control, whose mission is to liquidate the fund’s business and transfer the remaining balance in its account to the state’s public treasury.

At the beginning of the session, the Council heard a presentation by the Minister of State for People's Assembly Affairs Abdullah Abdullah on the most important decisions and procedures approved by the Council of Ministers in its previous session related to service and living issues.

In their interventions, a number of council members demanded the development of a mechanism for presenting the decisions taken by the Council of Ministers before the People’s Assembly, conveying the details of these decisions, and avoiding repetition in topics, calling, with regard to service issues, to achieve justice in electrical rationing “because there are areas that receive a share of electricity more than the other.”

Some members questioned the plan applied to control markets and reduce the prices of goods and products, and deterrent measures to monopolists and manipulators of the citizen’s livelihood and the need to focus on his livelihood and what imported materials are exempt from customs duties. Scientific.

They also demanded that the poultry sector be given great attention, wondering about the measures taken by the Ministry of Interior to shorten the period for obtaining passports and what has been implemented to secure fire-fighting mechanisms and clothing for forestry directorates and the construction of agricultural roads to fight fires.

The session, which was attended by the Minister of Electricity, Engineer Ghassan Al-Zamil, was adjourned to 12 noon tomorrow, Thursday.
