After the retirement of the old age law, the Prime Minister announced support of 240 million euros for home help in 2022.

Great social promise of the five-year term the “old age law”, repeatedly postponed, is postponed indefinitely.

Failing that, Prime Minister Jean Castex announced a series of measures Thursday, during a trip to Saône-et-Loire, in the presence of the Minister of Health Olivier Véran and the Minister Delegate for Autonomy Brigitte Bourguignon.

These measures will be included in the Social Security budget for 2022, presented this Friday.

First axis: improve care in EHPAD when it becomes inevitable. Beyond the measures of the "Ségur de la Santé" for nursing homes (1.5 billion salary increases and 2.1 billion investment), the Prime Minister has promised the creation of 10,000 full-time equivalents by 2025 This is indeed an additional recruitment capacity, and not the simple replacement of retirements. Jean Castex thus intends to strengthen the medical presence, in particular that of coordinating doctors with which all nursing homes are far from being provided, to generalize the presence of night nurses, of which only 40% of establishments are equipped, or to develop the presence of hygienists. The government also wants to create more Alzheimer's units, to facilitatetemporary accommodation after hospitalization, for example. Finally, the government intends to create additional nursing homes in Corsica and Overseas, considered to be under-staffed.

How will the EHPAD find these additional staff when they are already struggling to recruit?

The government, which relies on the revaluation of salaries within the framework of the “Ségur de la Santé”, has increased the places in the Nursing Training Institute (IFSI) and the Nursing Assistant Training Institutes (IFAS), unlocked apprenticeship, facilitate training, launched a communication campaign to promote these professions.

Second axis: facilitate home support for the elderly. Today 9,000 home services, which employ 500,000 people, take care of 800,000 elderly people at home. But these services are under pressure and 20% of requests go unfulfilled. "

It is a profession of the heart but difficult, very, very poorly paid, with a lot of part-time work

" underlined Jean Castex. From October 1, the 200,000 employees of the home help branch will see their salaries increase by 15% as part of rider 43, recalled the Prime Minister.

In addition, very disparate situations exist between the departments depending on the funding they grant under the Personalized Autonomy Allowance (APA) or the Disability Compensation Benefit (PCH).

"

To repair this inequity

", the Prime Minister announced the creation of a minimum national tariff of 22 euros per hour of intervention "

while 50% of the hours under the APA or the PCH are below of this threshold

”.

The government will cover this additional cost, estimated at 240 million euros in 2022.

If he did not succeed in passing the great Autonomy law promised by Emmanuel Macron, the Prime Minister was pleased to have created last year the autonomy branch, 5th branch of social security next to health , old age, family and work accidents.
