The Office of The Ombudsman said in a press release that after the Transport Department relaxed the measures for parking spaces for the disabled, the authorities received complaints that the new policy has worsened the shortage of parking spaces for the disabled on the roadside, and that people with "grey certificates" are suspected of being in short supply. Misuse of the relevant certificates, including long-term occupation, or use of roadside parking spaces for disabled people without picking up the disabled, has reduced the chances of disabled drivers using the relevant parking spaces.

In addition, there are also opinions that it is difficult for law enforcement officers to determine whether the "grey card" holders are picking up persons with disabilities designated by their "grey card" when they drive in and out of the relevant berth, which poses a challenge to law enforcement.
