Damascus-SANA

The Ministry of Communications and Technology confirmed that the strategy for digital transformation of government services recently approved by the Council of Ministers includes 12 work programs that include various areas of digital transformation of government services.

The Director of Digital Transformation in the Ministry, Dr. Muhammad Ali Muhammad, explained in a statement to SANA’s delegate that the programs include the service channels program, service automation, cloud computing, e-health, e-business management, finance, capacity building and change management, noting that they are fixed programs in the strategy that include a set of projects that may change according to the priorities that are set. They are evaluated sequentially.

Muhammad pointed out that the goal of the strategy is to coordinate between the ministries of the state to provide a digital infrastructure that enables the provision of integrated services in a way that contributes to raising the efficiency of government work, especially with the spread of various possibilities for electronic payment.

According to Mohammed, the strategic projects will be implemented in three phases until 2030, the first of which is the founding phase from 2021 until 2023, then the transition phase for interactive services from 2023 to 2027, followed by the digital transformation phase from 2027 to 2030.

One of the most important requirements for implementing the strategy, according to Dr. Muhammad, is the availability of the organizational structures required for its government, such as supervising the implementation and follow-up, securing qualified human cadres and adopting flexible or participatory mechanisms to secure funding for these projects, indicating that the strategy emphasizes the importance of investing in human cadres and developing tools to motivate technical workers in e-government projects. Training programs for them and educational and promotional programs for citizens.

Dr. Muhammad indicated that the Ministry of Communications and Technology is currently coordinating with the relevant ministries to select proposed projects to be implemented in the first founding phase, with a focus on projects concerned with completing the building of national records (civil, real estate and commercial), and work is being done to determine the financial values and timelines for submission to the Steering Committee in the Council of Ministers. Ministers to approve the funding and start implementing it during the next year.
