Wolfratshausen - 14 months ago, after the 2020 local elections, the city council elected a member from its ranks as the new environmental officer of the committee: Greens representative Dr.
Hans Schmidt.
From the point of view of many conservationists, one cannot imagine a better lawyer for Mother Earth, but Mayor Klaus Heilinglechner (BVW) presumably wants a less stubborn counterpart now and then.
The town hall chief gave the environment officer "two minutes" with a smile at the latest town council meeting for his annual report - there were just under five minutes in which Schmidt did not spare criticism.
Environmental officer recalls the declaration of a climate emergency
The retired engineer with a doctorate recalled the declaration of the climate emergency in September 2019 (we reported). At that time, the city council had "recognized the containment of the climate crisis and its serious consequences as a task of the highest priority". The seemingly dramatic declaration of a climate emergency should not only have a signal effect and "be a commitment to future generations": It should form the basis "to implement climate protection measures in Wolfratshausen more quickly and to reallocate the funds required for them". Schmidt: "All future decisions of the city council and all future administrative actions should be based on this task." As an environmental officer, he has the task of "repeatedly pointing out this resolution" to the city council, mayor and administration.Specifically, it is about the implementation of the municipality's “ambitious energy use plan” with local heating networks, building insulation, more photovoltaics, heat pumps and the promotion of non-motorized transport.
Tree protection: other factions did not adhere to the "assurance"
Another topic: "Less sealing so that the water does not lead to flooding in heavy rain." After all, says Schmidt, "our district with Garmisch-Partenkirchen and Miesbach is one of the three districts in Germany most affected by heavy rain".
Since the beginning of his office he had “very specifically” examined trees that were intended to be felled for reasons of traffic safety and campaigned for more trees to be left on building plots.
But: The “assurance” of the other parliamentary groups before the local elections that a tree protection ordinance would be passed in Wolfratshausen “has not yet been implemented”.
In conclusion, I state that the issues of climate change and climate change adaptation do not yet have the status in the city council that they should have after our climate emergency resolution.

Another point of criticism: In its efforts to protect against noise in 30 km / h zones, the Green Council missed the support of the administration.
He was "denied access to the measurement logs of the electronic index finger".
Schmidt's balance sheet after 14 months: The issues of climate change and climate change adaptation have not yet had the status in the city council that they should have according to the climate emergency resolution.
He asked the administration for "even more proactive behavior and planning, because the costs of eliminating the consequences of the climate crisis will be much higher than those of avoiding the climate crisis".
From his 23 city council colleagues "and from you, Mr. Heilinglechner, I would like a more open ear and an alert mind for suggestions for the implementation of climate protection measures".
