Berlin - The election for the 19th Berlin House of Representatives will take place on September 26th.

A total of 34 parties are fighting, compared to 21 in 2016, for at least 130 seats in the House of Representatives.

There are currently 160 MPs, as some parties have received overhang and other compensatory mandates.

The reason is that in Berlin, as in the federal government, a mix of majority and proportional representation is used.

For the election to the Berlin House of Representatives, the twelve districts of the capital are divided into 78 constituencies.

There are two changes compared to the previous election in 2016.

The Friedrichshain-Kreuzberg district received an additional constituency, while the Neukölln district lost one.

At the same time, the elections to the twelve district council assemblies, the federal election, the state election in Mecklenburg-Western Pomerania and the referendum of the initiative Deutsche Wohnen & Co. expropriate.

Election to the Berlin House of Representatives: Two ballot papers have to be filled out - when will it be invalid?

Voters have a first vote and a second vote in the election for the Berlin House of Representatives.

Accordingly, there are two ballot papers that have to be filled out.

You can vote at the polling station or via postal voting - however, there is a deadline not to be missed.

If several candidates or parties are ticked, the voting slip is invalid.

Berlin election 2021: This function has the first vote

With the first vote, you elect one of the 78 constituency members to the House of Representatives.

The mandate in a constituency is awarded after a relative majority vote.

This means that the winner doesn't have to have more than half of the votes, just more votes than the competition. 

For this direct mandate, not only can the participating parties nominate one candidate per constituency.

Individuals without party affiliation can also apply.

With the second vote, the distribution of seats in the House of Representatives is determined through proportional representation.

This means, for example, if a party has 30 percent of the vote, it receives 30 percent of the seats.

The nomination for the second vote is made via district lists in the constituency associations or alternatively via a state list for the entire Berlin electoral area.

Only parties, not individuals, can submit district and state lists.

In the result, however, only parties that have passed the five percent hurdle are taken into account.

The first-vote ballot paper is solid white.

Candidates are listed for each constituency.

The name is on the right, the party on the left.

If a candidate is not in any party, there is a single applicant.

The second vote ballot has a blue border.

All 37 competing parties are listed on it.

At least two candidates must be listed for each party.

If a party starts with a state list, the same names are given for a party regardless of the district.

If a party competes with district lists, different names are to be found on the voting slip for each district.
