But for the French and many Europeans, how can we fail to see the contrast between this insistent rhetoric on the need for cooperation and America's recent unilateral actions in Afghanistan and the Indo-Pacific?
Behind the fine, somewhat empty words spoken by Joe Biden, the brutal message sent by the United States is clear.
When it comes to the American national interest - here to orchestrate the Afghan withdrawal without prior consultation, there to set up the tripartite Aukus alliance with the Australians and the British at the risk of marginalizing France, the allies of Europe become negligible quantity.
