Schwerin - The SPD has been in power in Mecklenburg-Western Pomerania since 1998 - and does not want to surrender it in the state elections in September.

The current Prime Minister is Manuela Schwesig, her predecessor Erwin Sellering had to resign in 2017 for health reasons.

Harald Ringstorff ruled the country from 1998 to 2008.

Schwesig and the SPD are majority partners in a red-black coalition with the CDU.

This constellation also seems most likely before the state elections in 2021.

State election 2021 in Mecklenburg-Western Pomerania: when is the date?

The new state parliament of Mecklenburg-Western Pomerania will be elected on September 26, 2021.

The polling stations are open from 8 a.m. to 6 p.m.

The current electoral period ends for the members of the state parliament after five years.

The 2021 federal election, the state election in Berlin and the runoff election for the local government in Lower Saxony will take place on the same day.

Surveys ahead of the state elections in Mecklenburg-Western Pomerania in 2021

The polls for the state election in Mecklenburg-Western Pomerania in 2021 allow only one conclusion: It will be a tough fight between the two governing parties, the SPD and CDU, which currently share power, as in the federal government, and the AfD.

In the last election five years ago, the SPD won with 30.6 percent of the vote, the later coalition partner, the CDU, won 19 percent.

The left was also strong in MeckPomm recently, coming in at 13.2 percent in the last election.

The Greens and FDP did not make it into the state parliament in the last election.

Spitzenkandidaten: Who can become Prime Minister of Mecklenburg-Western Pomerania?

The new state parliament elects the prime minister with a simple majority.

The state parliament then has to confirm its government before the new team can take over government affairs.

According to the ongoing trend of the polls, three top candidates have realistic chances of leading a coalition in the state.

  • Manuela Schwesig (SPD):

    The 47-year-old from Frankfurt an der Oder took over government affairs from Prime Minister Erwin Sellering, who was in poor health. Their popularity ratings fell during the corona pandemic. Schwesig announced breast cancer in September 2019 and announced her recovery in March 2020. Because of the illness, she had resigned from all federal offices. She is the first woman in the office of Prime Minister of the state.

  • Michael Sack (CDU):

    The Greifswald district administrator Michael Sack is Schwesig's great challenger - even though a survey in May revealed that half of the respondents did not even know him. However, his party stands behind him: At a special party conference in Güstrow on August 7, 2020, he was elected state chairman with 94.8% of the vote.

  • Nikolaus Kramer (AfD):

    The opposition leader in the state parliament is called Nikolaus Kramer.

    If he were to win the election with his party and become head of the country with a coalition, he would be the first AfD prime minister in German history - but the right-wing populist party usually does not find a coalition partner.

    Kramer comes from Greifswald and took over the chairmanship of the parliamentary group from Landeschef Leif-Erik Holm in October 2017 after he had moved to the Bundestag.

Electoral system: first vote and second vote in the state elections in Mecklenburg-Western Pomerania

The electoral system in Mecklenburg-Western Pomerania is similar to that of the Bundestag election: It is a personalized proportional representation.

The Landtag consists of 71 seats, which are divided between the parties in proportion to the number of second votes.

36 seats go to victorious direct candidates from first votes with a relative majority.

As far as possible, direct mandates are offset against the parties' right to a seat, and further mandates are awarded via closed state lists.

There are also overhang mandates: If a party wins more mandates in the constituencies than it is entitled to according to the second-vote ratio, these remain in the party and the other parties receive compensatory mandates, which, however, can be at most twice as many as the total number of overhang mandates.

There is a five percent hurdle, but no basic mandate clause.

These parties will run for the state election in Mecklenburg-Western Pomerania in 2021

The parties had until June 13, 2021 to submit their election proposals for the constituencies.

Only the subsequent examination of the election proposals provides information about which parties are applying for entry into the state parliament.

All parties that are not currently represented in the state parliament must collect signatures for their candidates in the respective constituency.

Those who cannot get enough supporters to sign will not be allowed to vote in the state elections.

This obligation does not apply to the parties in the current state parliament: SPD, CDU, AfD and Left, but also for the FDP and the Greens represented in the Bundestag.

Ballot for the state election 2021: Make two crosses

Every person entitled to vote can put two crosses on the ballot paper: The first vote decides directly on people who will represent the constituency in the state parliament for the next five years. A party is elected with the second vote. The seats in the parliament of Mecklenburg-Western Pomerania are distributed among the parties according to the votes cast for the lists. The decisive factor for the distribution of seats is therefore the second vote of the voters. You can also split your votes by choosing a candidate from one party, but choosing another party with the second vote. But be careful: Any further marking that the voter makes can invalidate the vote.

The voting slip contains some information for the applicants in the constituency: the surname, first name, occupation and address, and in the case of constituency nominations by parties, the name of the party and the abbreviation.

For the election of the state lists, it contains the names of the parties, their abbreviations and the surnames and first names of the first five applicants on the approved state lists.

Notification of voting and postal voting in Mecklenburg-Western Pomerania

All voters should receive their voting notification no later than three weeks before the election.

The voting notification shows in which polling station the voter can cast their vote in the state election in 2021.

Super election day at the end of the super election year 2021

In addition to the state elections in Mecklenburg-Western Pomerania, the federal elections, the state elections in Berlin and the runoff election for the local government in Lower Saxony will take place on the same day.
