The blue light organizations and security authorities in the district had their hands full in the past: Numerous refugees sought protection in the asylum crisis and had to be accommodated.

"We were able to manage that because the disaster control is well set up," said Patrick Burghoff from the responsible department in the district office in the meeting of the district committee on Wednesday.

"But we have also seen that there is still room for improvement."

More effective security

That is why the disaster control department in the district office has developed a concept that is intended to make hazard prevention more effective - within ten years.

The necessary money should come from a fund that should be paid into the district and municipalities.

The district should contribute 250,000 euros annually, the municipalities should easily make five euros per inhabitant and year.

A committee made up of representatives from the aid organizations, municipalities and the district could then decide what the money is actually being spent on.

“Let's say a local fire department wants to buy a new vehicle.

Then we could consider together whether she should buy a vehicle that can drive through deep water.

We could then pay the additional costs from this fund, ”explained Burghoff.

New construction of a technical center

The aim is to create synergies between all units in the district and to use savings potential. "We should be able to supply our district ourselves for a certain period of time," said Burghoff. There used to be an auxiliary hospital under the St. Elisabeth retirement home in Neuhaus. “We want to go in this direction again.” This also includes a central warehouse. “During the pandemic, we paid 20 times the normal price for FFP2 masks. If we had a storage facility, we could buy at significantly better prices. ”His vision is to build a technical center at the end of the ten years, into which, for example, the fire brigade's fire protection training course could move. A joint hose workshop and its own gas station are also conceivable there.

Where such a center could be built was not the subject of discussion in the district committee.

It is clear, however, that the location of the district building yard in the Miesbach-Ost industrial park is out of the question: "The site is too small for that," said Burghoff when asked.

Special training for emergency services

The ten-year concept also provides for investing in the training of emergency personnel.

"We are lagging behind when it comes to special training in emergency drinking water supply," said Burghoff.

The district committee under Olaf von Löwis' (CSU) leadership agreed that the concept is forward-looking.

However, Gisela Hölscher (FW) pointed out that it should not be imposed on the municipalities.

"Before we decide, we have to ask the municipalities." Otherwise you risk their willingness to participate financially.

Leonhard Wöhr (CSU) warned: "You mustn't see this as a hidden district levy." He suggested that the ten-year plan be concretized.

"You have to say exactly which equipment will be purchased and how much the municipality will save as a result."

Municipalities should contribute financially to disaster control

Christian Köck (CSU), on the other hand, advocated a pragmatic approach: "If we take the detour through 17 local parliaments, we risk that the idea will burst in the end." and define the share of the municipalities as the district levy.

He left it open as to whether the district levy would then increase.

Elisabeth Dasch (SPD) asked: "What do we do when a municipality says: No, we will not participate?"

At the suggestion of Jens Zangenfeind (FWG), the district council decided not to “resolve” the implementation of the concept, but to “endorse” it.

The question of financing is to be the subject of the budget round table.
