South Korea's call to declare a formal end to the Korean War is premature, as there is no guarantee that it will lead to the withdrawal of "hostile US policy" toward Pyongyang, it said on Friday. North Korean state media KCNA, citing Deputy Foreign Minister Ri Thae Song.

South Korean President Moon Jae-in on Tuesday repeated a call for a formal end to the Korean War in a speech to the UN General Assembly and proposed that the two Koreas with the United States, or with the United States and China, make such a statement.

The two Koreas are still technically at war after their 1950-1953 conflict ended with a ceasefire instead of a peace treaty.

"Nothing will change as long as the political circumstances around the DPRK remain unchanged and the hostile policy of the United States remains unchanged, even if the end of the war was declared hundreds of times," Ri told KCNA, using Korea's official name. North, Democratic People's Republic of Korea (DPRK).

"The withdrawal of the United States from its double standards and its hostile policy is the highest priority to stabilize the situation on the Korean peninsula and ensure peace there."

On Friday, Moon said he was confident that Pyongyang would realize it was in their best interest to engage in a dialogue with Washington, but he wasn't sure that moment would come during his tenure, which ends in 2022.

"It appears that North Korea is still weighing options while keeping the door open for talks, as it is only increasing tension to a low level, enough that the United States does not break all contact," Moon said, speaking with the journalists aboard the South Korean presidential plane as it flew back to Seoul from the US after addressing the UN General Assembly.

On Tuesday, US President Joe Biden addressed the UN assembly and said the United States wants "sustained diplomacy" to resolve the crisis surrounding North Korea's nuclear and ballistic missile programs.

North Korea has rejected US proposals for dialogue, and the head of the UN atomic watchdog said this week that Pyongyang's nuclear program is "proceeding at full steam."

North and South Korea tested ballistic missiles last week, the latest volley in an arms race in which both nations have developed increasingly sophisticated weapons amid unsuccessful efforts to start talks to ease tensions.
