The long way to the digital town hall

It sounds bulky and complicated, but it should make life easier for citizens: The Online Access Act (OZG) stipulates that municipalities must also offer their citizen services digitally by the end of 2022.

In the district, the cities and municipalities are of different sizes.

Weilheim

- Apply for a new identity card, register the dog and request postal voting documents for the federal election: All administrative services offered by cities and municipalities should also be available electronically by the end of 2022. The Online Access Act (OZG) - in force since August 18, 2017 - provides for the nationwide digitization of federal, state and local authorities on administrative platforms. “A Herculean task”, as the managing director of the Association of Towns and Municipalities, Gerd Landsberg, recently summed up in an interview.

The OZG also poses challenges for the district.

While some municipalities such as the city of Schongau and the municipalities of Raisting and Wessobrunn already have apps for their citizens, the municipalities of the Altenstadt administrative association, for example, have not yet offered any services online.

"Our IT service provider will advise us in September," says Guntram Vogelsgesang, Mayor of Hohenfurch, who is a member of VG Altenstadt.

"Then the community assembly will talk about it."

City of Weilheim would like to offer further online services

The city of Weilheim, which so far only offers its citizen services online to a limited extent, wants to take advantage of a funding program from the state government, as IT manager Ralf Fabian explains.

"We want to offer more online services in the foreseeable future."

Stefan Lisch, who is the digitization officer at the city of Schongau, is also working on this.

“We have been offering many services for around ten years,” he says.

"With the implementation of the OZG, we are gradually expanding that." Although the city looks primarily at the citizens, it also takes care of its own administration: "We have recently introduced a digital ID card with a digital signature," explains Lisch .

They are currently taking care of the WLAN expansion, and the digital signature for citizens will follow soon.

It's not always easy: “Every administration works a little differently,” he says.

"We also work with different providers."

District Office sees itself on the right track in terms of digitization

Many municipalities are very active when it comes to digitization. Peißenberg offers its citizens a large number of forms to download. Wielenbach combines this with digital services, and in Penzberg citizens can easily book appointments for a wide variety of concerns - with details of how much time to plan and what to bring.

The district office sees itself on the right track in terms of digitization, as spokesman Klaus Mergel says. “We assume that we will be able to offer all the desired services digitally by the end of 2022.” Vehicles can already be registered online, with significantly more citizens using the de-registration than the registration - because license plates, badges and documents are required for this. In addition to vehicle registration, you can apply for a small gun license and license plate at the district office, and the online application for naturalization is currently being tested. Preparations for the online building application and the application for an international driver's license are currently underway.

The municipalities implement the OZG on their own, explains Klaus Mergel.

The challenge: "It is important to make greater efforts where there is particularly high demand on the part of the citizens."
