Greenpeace continued to investigate the Yuen Long Garbage Hill and found that the Garbage Hill in Fung Hong Village was suspected to be reignited. The canvas covered earlier had also been twisted into a ball; and the large garbage hill in the official land of Jibeling had been gradually razed to the ground. , But the garbage did not disappear, and the workshop did not stop operations. Instead, it moved to another workshop in Lau Fau Shan. Only about a month later, the garbage hill at Lau Fau Shan workshop has nearly doubled, and the garbage hill has even appeared near the garbage hill. Many waste workshops are believed to be the "source" of the garbage hill.

Greenpeace criticized Hong Kong for its vague definition of the requirements for importing aluminum scrap. "It is like a gray area with the same loophole, which has caused the influx of garbage and waste from neighboring countries such as the Mainland and Malaysia into Hong Kong, causing serious air pollution. Stressing that the authorities lack an overall brownfield policy, it is also a "dead knot" in the continuous spread of rubbish mountains, and urged the authorities to improve the planning of brownfields to fundamentally solve the land problem in Hong Kong.

Greenpeace revealed earlier this month that at least 35 workshops are suspected to be involved in illegal operations, such as illegal processing of electronic waste, metal waste, foreign waste, etc., which cover an area of more than 20 hectares. Among them, 8 workshops have erected huge garbage hills. Stacked with waste materials, circuit boards and suspected "foreign garbage".

The group further investigated. One of the garbage hills in Fengxiang Village was temporarily suspended at the end of August. After the Environmental Protection Department issued the "Air Pollution Reduction Notice", the garbage hill was covered with a large blue canvas.

However, work resumed on September 10 after less than half a month. According to the aerial footage of the ring group, it can be seen that the blue canvas has been twisted into a ball, and it is difficult to achieve the effect of preventing metal dust pollution.

"Hong Kong 01" earlier revealed that the Jiboling Road waste plant on the brownfield owned by the Yuen Long District Councillor Tang Lai Tung's family is the largest of the many garbage mountains, with 9 hills.

Greenpeace discovered yesterday (25th) that part of the garbage hill in the Guandi has been largely cleared. The remaining two garbage hills have not continued to pile up. The canvas-covered dense trucks continue to enter the workshop empty. Drive out with a bucket full of waste, pass through Jiboling Road and Shenwan Road, and drive to the Lau Fau Shan Workshop to unload the whole bucket of waste, and then turn back to the Jiboling Road Workshop along the road.

According to Greenpeace's observation, the height of the garbage hill at the Lau Fau Shan Waste Plant has doubled from the previous month. It is estimated that after the garbage hill incident is revealed, the operator has a high chance of just relocating and never stopped.

Greenpeace has newly discovered two other aluminum scrap factories in Fengjiang Village.

Based on the on-site inspection and aerial footage, the preliminary processed aluminum scrap will be unloaded from the container by a forklift, and after the suspected crushing and sorting process is carried out, it will be directly transported into the container and transported away.

Greenpeace quoted residents of Fengjiang Village as saying that the garbage hills there were piled up in 2018 and were not piled up in the open air at the beginning. However, violations have been rampant since 2019. A few meters high garbage mountain, and then wait for the exit.

The group criticized that the first garbage hill in Fengjiang Village has been in operation for two years, but there has been no government department to solve the problem of pollution or suspected illegal operations. This has made camp planners confident and the scale of the garbage hill has continued to expand.

Three years ago, the report to the Environmental Protection Agency was mostly ended with no violations found.

Greenpeace visited other brownfield operators and residents in the village and learned that the villagers had complained to the Environmental Protection Agency as early as 2018, that is, when the garbage hill and the workshop just started operating. Regarding air pollution, the dust emitted at that time was like "The smoke is like a candle."

Every time a factory receives a complaint, it will suspend operations for a period of time. When the EPA staff arrives, they are unable to inspect the actual situation and conclude the complaint with "no violations found".

Afterwards, the factory reappeared, and the dust continued to disperse.

As for the noise generated by the workshop, the Environmental Protection Department used a decibel meter to measure the noise at the door of the complainant, Fengjiang Village resident Ms. Li (pseudonym), but said that the noise did not reach the upper limit of 65 decibels and refused to follow up.

However, "Hong Kong 01" and Greenpeace recently went to the same place to measure the noise. The noise recorded in Ms. Li's house exceeded 70 decibels, and the extremely nuisance noise would continue into the evening.

Huan Tuan questioned that the waste dump and the garbage hill belong to the same operating network

Chen Kechun, director of the Greenpeace project, described that the four uncovered waste dumps haunted earlier than the rubbish hills. They are like the "initiators" and are precisely the root of the rubbish hills.

This year, the garbage hill has spread on a large scale, extending to Jibo Ling, Ha Village, Yuen Long. She quoted residents as saying that the same truck will enter and leave the garbage hill and waste dump. Therefore, it is believed that the same operating network is used. A few of them will go to the crushing plant and transport them back to the garbage dump. They will stay there and then go back to the crushing plant, back and forth, and they will find that they are actually related."

Chen Kechun explained that the definition of Hong Kong's requirements for imported aluminum scrap is rather vague, "like a gray area with the same loophole." (Photo by Leung Pengwei)

Chen Kechun also pointed out that according to customs' import and export data, it was found that from the middle of this year, the import volume of aluminum scrap far exceeded the export volume.

Chen believes that Hong Kong’s definition of imported aluminum scrap is rather vague. "It’s like a gray area and loophole. You can’t import it into other places and enter Hong Kong for sorting, so that aluminum scrap has a higher purity and meets the standards of other countries before exporting. make money."

Chen Kechun also criticized that the authorities could not solve the brownfield chaos by receiving complaints or sporadic law enforcement. It was a deadlock that led to the continuous spread of garbage mountains. The lack of an overall brownfield policy also turned into illegal operations in disguised form and provided living space.

She said that this time there is no shortage of brownfield land planned for residential use. "Hong Kong has no land, but it turns out that there is a housing use. The government seems to have only opened its eyes and closed its eyes. It was wasted that it could have been used for residential purposes. This land resource is not just an unfair phenomenon, it is also a drag on the development of a house."

She urged the Hong Kong government to make good use of brownfields and make complete and proper planning to prevent illegal operations of "black sheep" from affecting other legally-operated brownfield stakeholders.
