Greenpeace discovered yesterday (25th) that part of the garbage hill in the Guandi has been largely cleared. The remaining two garbage hills have not continued to pile up. According to Greenpeace's observation, the height of the garbage hill at the Lau Fau Shan Waste Plant has doubled from the previous month. It is estimated that after the garbage hill incident is revealed, the operator has a high chance of just relocating and never stopped.
Greenpeace has newly discovered two other aluminum scrap factories in Fengjiang Village.
Based on the on-site inspection and aerial footage, the preliminary processed aluminum scrap will be unloaded from the container by a forklift, and after the suspected crushing and sorting process is carried out, it will be directly transported into the container and transported away.
Greenpeace quoted residents of Fengjiang Village as saying that the garbage hills there were piled up in 2018 and were not piled up in the open air at the beginning. However, violations have been rampant since 2019. A few meters high garbage mountain, and then wait for the exit.
The group criticized that the first garbage hill in Fengjiang Village has been in operation for two years, but there has been no government department to solve the problem of pollution or suspected illegal operations. This has made camp planners confident and the scale of the garbage hill has continued to expand.

Greenpeace visited other brownfield operators and residents in the village and learned that the villagers had complained to the Environmental Protection Agency as early as 2018, that is, when the garbage hill and the workshop just started operating. Every time a factory receives a complaint, it will suspend operations for a period of time. When the EPA staff arrives, they are unable to inspect the actual situation and conclude the complaint with "no violations found".
Afterwards, the factory reappeared, and the dust continued to disperse.
As for the noise generated by the workshop, the Environmental Protection Department used a decibel meter to measure the noise at the door of the complainant, Fengjiang Village resident Ms. Li (pseudonym), but said that the noise did not reach the upper limit of 65 decibels and refused to follow up.
However, "Hong Kong 01" and Greenpeace recently went to the same place to measure the noise. The noise recorded in Ms. Li's house exceeded 70 decibels, and the extremely nuisance noise would continue into the evening.
